The U.S. Department of Homeland Security has released the Fiscal Year 2025 Tribal Homeland Security Grant Program (THSGP) to support designated Urban Areas in enhancing their readiness against terrorism and other high-risk threats.
Combatting domestic violent extremism, enhancing cybersecurity, enhancing the protection of soft targets/crowded places, enhancing information and intelligence sharing and cooperation with federal agencies, including DHS, enhancing community preparedness and resilience, enhancing election security, combating transnational criminal organizations and human trafficking, addressing emerging threats, enhancing school safety and security.
The THSGP focuses on funding initiatives in 41 Urban Area Security Initiative jurisdictions identified as most at risk of terrorist activity. It aims to support local capabilities that contribute to national preparedness while aligning with the National Preparedness Goal and associated core capabilities.
Grants awarded through the THSGP are intended to fill capability gaps identified through risk analysis and strategic planning. Eligible activities include planning, organization, equipment acquisition, training, and exercises tailored to the evolving threat landscape. Emphasis is placed on achieving measurable improvements in urban security and interoperability.
Projects must support one or more of the national priority areas and demonstrate regional coordination and sustainability. Interagency collaboration, stakeholder engagement, and inclusive planning that incorporates whole-community approaches are essential elements of successful applications.
The total funding available for FY 2025 under this program is $13,500,000, with an expected 19 awards ranging from $40,000 to $2,000,000. The deadline for submission is September 6, 2025.
