The Office for Victims of Crime is inviting applications for the Victims of Crime Act (VOCA) Victim Assistance Formula Grant. This funding supports state-level programs that distribute subgrants to local community-based organizations and public agencies offering direct services to victims of crime.
These services include crisis counseling, referrals, criminal justice support, advocacy, emergency shelter, therapy, and other assistance designed to help victims recover from criminal acts. The overall goal is to enhance how crime victims are treated by ensuring they receive the support they need to heal and rebuild their lives.
The objectives of the program include strengthening state and territorial victim assistance programs and enabling them to fund local organizations that serve crime victims directly. These subgrants are a vital link in connecting resources to communities.
The total amount available under this opportunity is approximately $1.27 billion. The anticipated performance period for funded projects is up to 48 months.
Certain activities are not eligible for funding. These include programs that violate or hinder enforcement of federal immigration laws, or those that breach federal civil rights or nondiscrimination laws. Any initiative that indirectly supports such violations will also be considered ineligible.
Eligible applicants are limited to government entities, specifically state governments, which include the 50 U.S. states, the District of Columbia, Puerto Rico, the U.S. Virgin Islands, Guam, American Samoa, and the Northern Mariana Islands. Funds must be granted only to eligible victim assistance organizations and must not replace existing public funds.
Grants must also follow federal regulations, ensuring that assistance reaches victims of sexual assault, child abuse, domestic violence, and other underserved victims of violent crimes as identified by each state.
