The Public Affairs Section (PAS) of the U.S. Embassy in Kabul, Afghanistan is pleased to announce an open competition for eligible organizations to submit applications to carry out a program to familiarize provincial leaders from 34 provinces of Afghanistan with peace and reconciliation techniques, experiences, and methods.
This initiative aims to facilitate intra-Afghan peace talks and advance Afghanistan’s security, stability, and development through a comprehensive political settlement that incorporates Afghan constitutional provisions and peacebuilding roles for vulnerable communities.
Goal
The goal of this program is to strengthen Afghan community leaders’ ability to advance peace and reconciliation in their communities.
Objectives
The objectives of this program are to:
- Increase participants’ knowledge of social healing methods, community-based reconciliation, amnesty and reparations processes, and truth and reconciliation commissions.
- Build skills such as dialogue facilitation and program management and implementation.
- Facilitate professionalization of participant’s community organizing efforts.

- Award Ceiling: $700,000
- Award Floor: $575,000
Eligible Applicants
Eligibility is open to all types of applicants except for individuals. Organizations may sub-award/contract with other entities, but only one entity may be the prime recipient of the award. When sub-awarding/contracting with other entities, the responsibilities of each entity must be clearly defined in the proposal.
