The U.S. Department of State, through the Embassy in Nouakchott, has announced the Fiscal Transparency Innovation Fund (FTIF) to support initiatives that promote transparency by enhancing citizens’ access to information on public revenues in Mauritania.
The focus areas of this opportunity include transparent management of natural resources, media or third-party amplification of fiscal and budget data, and transparent formulation of national public expenditure budgets.
The FTIF seeks two-year projects that collaborate with public institutions, the media, and civil society organizations to solidify gains on budget transparency and promote accountability. Projects should build upon past FTIF successes while introducing innovative approaches. The ultimate goal is to make Mauritania a more predictable and attractive environment for business and investment by fostering fiscal transparency, especially in critical sectors such as natural gas, mining, and fisheries.
Eligible organizations include U.S.-based and foreign non-profit organizations, NGOs, public international organizations, foreign public organizations, higher education institutions, and governmental institutions. Cost-sharing is not required, but each organization may submit only one proposal.
Funding will be provided through cooperative agreements ranging from USD 150,000 to USD 400,000, with a total funding pool of approximately USD 600,000. Projects should be completed within 18 to 24 months, starting from October 1, 2025.
The program aims to ensure the existence of accessible platforms to monitor revenues from natural resources, increase public availability of government and state-owned enterprise debt data, and operationalize Mauritania’s Citizens’ Budget through innovative digital applications. These efforts are expected to strengthen governance, improve equitable resource allocation, and foster private sector-led economic development.
Applications must include the required forms, detailed proposals, a budget justification, and supporting documents. Proposals will be evaluated on program quality, organizational capacity, planning, monitoring and evaluation, budget justification, and sustainability.
