UNCDF is seeking to engage a minimum of one and a maximum of five lawfully registered entities to support the Results Measurement (RM) system of the Programme, specifically in the Monitoring, Reporting and Learning dimensions across five different areas of interventions.
The purpose of this grant is twofold: to improve the results measurement and reporting system and to support the Learning Agenda and research activities of the Programme. The objective is to measure achievement, monitor progress, and report the Programme’s results to support effective learning and adaptive management.
Pillars
- UNCDF is looking to partner with up to five partner institutions for each of the five identified areas of intervention. The selected grantees will provide support to the Programme on two pillars:
- Results Measurement and Reporting
- Learning and Research
Scope of work
- Results Measurement and Reporting:
- In a co-creation exercise with the UNCDF team, design and implement a solution that collects, monitors, and manages data from all partner institutions, calculates KPIs, and stores it in the KPI database.
- In a co-creation exercise with the UNCDF team, design and implement an automated system to gather all the narrative inputs from partner institutions and the Programme teams. In collaboration with the Programme team, develop a new quarterly report template with all narrative inputs available. Automate and be responsible for preparing the quarterly reports during the grant’s timeframe.
- Learning and Research:
- Organization of a qualitative database and qualitative analysis of existing/secondary data such as partners, reports, quarterly programme reports, policyfocused documents produced by the Programme, and interviews with customers, partners and stakeholders.
- Conduct small-scale research studies using qualitative methods to gather primary qualitativedata to inform the Programme’s results and Theory of Change.
- Launch and manage a call for papers and support the Programme team in the organization of research-focused events.
Funding Information
- Results Measurement and Reporting:
- Automation of quantitative data collection to KPI database $60,000
- Automation of narrative data collection and preparation of quarterly reports $70,000
- Learning and Research:
- Revisit the existing data using the Learning Agenda and ToC lenses $35,000
- Conduct research studies to inform specific questions in Learning Agenda $60,000
- Research community engagement $25,000
Eligibility Criteria
- Eligible Candidates: Any type of organization (e.g., commercial, for-profit firm, research institution, non-profit organization, university) is eligible to apply as long as they comply
- Only applications that meet the submission’s eligibility requirements and minimum criteria will be considered by the Evaluation Committee of UNCDF’s Migration and Remittance Programme:
- Applicants must be registered entities with at least three years of operations and have statutory accounts and audited financial statements or financial statements submitted to the fiscal authorities for at least three operating years.
- Applicants may apply only once under this RFA. No consortium will be accepted.
- Applicants shall not have been the subject of bankruptcy, liquidation, judicial settlement, safeguarding, cessation of activity or any other similar situation resulting from a similar procedure.
- Applicants and any of their staff or board of directors members shall not be included in the United Nations financial sanctions lists, particularly in the fight against the financing of terrorism and against attacks on international peace and security.
- Applicants shall have fulfilled all the obligations relating to the payment of social security contributions and taxes in accordance with legal provisions in force in the country of incorporation.
Ineligible
- Applicants must not be involved in any of the following activities:
- Manufacture, sale or distribution of controversial weapons or their components, including cluster bombs, anti-personnel mines, biological or chemical weapons or nuclear weapons
- Manufacture, sale or distribution of armaments and/or weapons or their components, including military supplies and equipment
- Replica weapons marketed to children
- Manufacture, sale or distribution of tobacco or tobacco products
- Involvement in the manufacture, sale or distribution of pornography
- Manufacture, sale or distribution of substances subject to international bans or phase-outs and wildlife or products regulated under the CITES
- Gambling includes casinos, betting etc. (excluding lotteries with charitable objectives)
- Violation of human rights or complicity in human rights violations
- Use or toleration of forced or compulsory labour
- Use or toleration of child labour.
