United Nations High Commissioner for Refugees has issued a call for expressions of interest from eligible organisations to implement the distribution of non-food items (NFIs) and liquefied petroleum gas (LPG) for Rohingya refugees in Bangladesh starting January 2026.
By the end of 2029, forcibly displaced people live in safe and healthy environments, are meaningfully engaged in service delivery to their own communities and have an increased capacity to adapt to and recover from disasters. Forcibly displaced people receive sufficient assistance to meet their basic needs. People with and for whom UNHCR works received essential, seasonal and complementary non-food items. People with and for whom UNHCR works received cleaner cooking fuels and domestic items.
The project aims to address the basic needs of the most vulnerable refugees amid declining humanitarian funding and limited income-generating opportunities in the camps. UNHCR will continue providing LPG as a clean, safe cooking fuel and will also explore complementary alternatives, although LPG remains essential due to its reliability and protective benefits, especially for women and children.
The selected partner will manage the inventory and distribution of NFIs and LPG from warehouse to beneficiaries, ensure data-protected tracking, and maintain fair, transparent processes. This includes seasonal, regular, and emergency response distributions, with special attention given to disaster-affected and newly arrived refugees.
The partner will assess cooking practices and provide safe use training, access to equipment, and LPG supplies. Post-distribution monitoring, including in-situ inspections, will ensure quality and safety standards are met. Partners must also manage distribution points, supervise staff and volunteers, operate support infrastructure like generators, and maintain clean and accessible facilities.
There is an expectation for community involvement throughout, including participation in stove repair stations and direct engagement in distribution activities. The aim is to build community resilience and ensure services are inclusive, secure, and environmentally sustainable.
UNHCR will handle the procurement of core relief items, while the implementing partner will be responsible for the procurement of goods and services necessary to carry out project activities. Experience in the Rohingya refugee context, as well as a strong capacity in logistics, community engagement, and protection, are essential for applicants.
Interested organisations must demonstrate robust project and financial management systems, a clear understanding of protection principles, and integration of age, gender, diversity, and climate considerations into their programme design.
