The Scientific and Technological Research Council of Türkiye and Azerbaijan Science Foundation invite universities, research entities, research institutes, and industrial enterprises from Türkiye, as well as universities, research centers, and institutes from Azerbaijan, to submit joint proposals for Research and Development (R&D) projects. These projects should focus on producing new knowledge, creating new scientific interpretations, or solving technological problems based on scientific principles.
The call aims to foster international collaboration, allowing partners to access new research environments, facilities, knowledge, and expertise. This collaboration is intended to enhance research quality and help translate research and innovation into economic and societal benefits.
Applications are accepted in several thematic areas, including Information and Communication Technologies (such as Artificial Intelligence, Internet of Things, Big Data, and Information Security), Nanotechnology and Sensors (Micro-Nano-Opto-Electromechanical Systems and Sensor Technologies), Energy (Hydrogen Energy), Physics (including Particle and Nuclear Physics, Experimental Physics, Statistical and Nonlinear Physics), Petrochemicals, and Biotechnology.
Eligible Turkish partners can receive up to 3,000,000 Turkish Liras per project, excluding overhead and Project Incentive Premium. Azerbaijani partners may receive up to 200,000 Azerbaijani Manat per project. The maximum project duration is 24 months.
Costs related to the exchange of experts, scientists, and specialists will be covered by the sending party, including travel, lodging, allowances, and emergency health insurance according to their regulations.
Eligible applicants include higher education institutions under the Higher Education Law, training and research hospitals, public institutions and organizations, and value-added companies regardless of sector or size. Private organizations with registration certificates in Türkiye may also apply. Support will follow the TÜBİTAK 1071 Support Program guidelines for increasing access to international research funds and collaborations. If multiple Turkish partners participate in the same international project, they must apply as a single national project team.
Support for higher education institutions, training and research hospitals, public institutions, and private organizations will be provided at a 100% rate based on accepted budgets.
Project teams may include a project manager, researchers, consultants, support staff, and fellows, all of whom must be registered and up-to-date in the TÜBİTAK Researcher Information System (ARBS).
Project managers who are university staff must hold a doctorate, specialty, or proficiency degree in medicine, dentistry, pharmacy, or veterinary medicine. Public institution or private organization staff must have at least four years of experience and a university undergraduate education.
Participating institutions must have permanent, full-time staff excluding retirees and postdoctoral researchers not affiliated with any institution.
Researchers and consultants must have a minimum of a four-year university degree and be permanent, full-time staff of the participating institution. Scholars may include undergraduate and graduate students, research assistants with student status, and postdoctoral researchers. Undergraduate scholarship recipients must not be employed by any institution, and their scholarships may be terminated if they fail classes. A maximum of four undergraduate students can participate in a project as scholarship recipients at once.
Postdoctoral researcher scholarship holders must have a doctorate but not be working in any institution. They cannot hold an academic title above associate professor, and no more than seven years should have passed since their doctorate or equivalent degree. This period may be extended for childbirth-related leave.
High-ranking executives, deputies, and assistants of public institutions, except Rectors and Vice Rectors, cannot serve as project managers if they hold these positions at the time of application but may participate as researchers. Rectors and Vice Rectors may serve as project managers under this call.
Applications from foundations, associations, economic enterprises of associations, cooperatives, unions, sole proprietorships, and ordinary partnerships are not accepted.
Project proposals will be evaluated based on scientific and technological excellence, methodology, project management, international collaboration structure and contribution, and overall impact.
