The QuantERA III Consortium announces a new Call for International Research Projects in Quantum Technologies – QuantERA Call 2025.
Through this Call, the QuantERA Consortium seeks to boost cross-border collaboration and accelerate breakthrough research and cutting-edge engineering in quantum technologies, with funding from QuantERA partners and contribution from the European Commission.
Quantum Phenomena and Resources (QPR) – with the goal of laying the foundations for the QT of the future; Applied Quantum Science (AQS) – aimed at leveraging established quantum effects and concepts from quantum science, translating them into technological applications and developing new products. All projects aligned with one of the two Call 2025 topics are expected to address one or more of the following areas: Quantum communication, Quantum computing, Quantum simulation, Quantum sensing and metrology, General quantum science.
The deadline for proposals is set for 5 December 2025, 17.00 CET, with total funding of €53,000,000 available. Projects may run for either 24 or 36 months. The call follows a one-stage submission and evaluation procedure. The Project Coordinator, representing the consortium, must prepare a joint proposal using the official templates provided and submit them via the Electronic Submission System, which will be accessible in late September.
An online webinar hosted by the QuantERA Coordinator and Call Secretariat will take place on 8 October 2025 to address applicant queries, and registration will be required to attend. Each project consortium must include at least three eligible partners from three different participating countries. The consortium budget must remain balanced, with no more than 60% of total funding requested by partners from a single country and no more than 40% by a single partner. Proposals must demonstrate a clear research focus and defined goals.
Eligibility requires compliance with both transnational and national rules, as outlined in the call documentation. Proposals cannot overlap with other EU-funded projects. Partners are advised to confirm eligibility with their respective Research Funding Organisations, covering aspects such as institutional type, partner requirements, eligible costs, and budget allocations. Partners from sanctioned countries and territories, including Belarus, Russia, and occupied regions of Ukraine, are excluded from participation.
The evaluation process will focus on three main criteria: Excellence, Impact, and Quality and efficiency of the implementation. Excellence will be assessed based on clarity and novelty of vision, soundness of methodology, interdisciplinarity, and inclusion of gender considerations. Impact will measure contributions to European or international objectives, transformative effects, dissemination, communication, and translation of results into innovation. Implementation will consider work plan quality, management, complementarity, and appropriateness of task allocation.
Final selection will be based on ranking lists prepared by the Evaluation Panels. In cases where multiple projects are tied, additional criteria will be applied, including maximizing overall funding, balancing success rates across topics, ensuring participation across Research Funding Organisations, prioritizing widening countries, and achieving gender balance among principal investigators and co-investigators.
