The Bureau of International Security and Nonproliferation has introduced the “Ukraine Capacity in Intangible Technology Controls” initiative. This program addresses changes in Ukraine’s Strategic Trade Controls (STC) environment, driven by recent political and security developments. These changes underscore the growing importance of controlling Intangible Technology Transfers (ITT).
The program aims to improve Ukraine’s ability to manage ITT through targeted advisory and training support. It seeks to raise awareness among key stakeholders such as academia, researchers, and technology producers. It also aims to support the creation or revision of industry and academic guidelines that ensure secure handling of intangible technologies.
Another objective is to strengthen the Government of Ukraine’s capacity to evaluate end uses, end users, and potential risks associated with ITT. The program supports the development of sustainable interagency mechanisms for effective enforcement and regulatory controls.
It will also provide training and awareness for law enforcement and administrative bodies on investigative techniques for ITT violations. Additionally, outreach efforts will target up to 60 research and development organizations and defense industries to promote compliance with STC requirements, and enhance practices for safeguarding technology and due diligence.
The total available funding for this opportunity is approximately $345,338, subject to availability. Awards will range from $100,000 to $345,338, with a performance period of 24 months.
Eligible applicants include U.S. and foreign not-for-profit organizations, think tanks, civil society groups, educational institutions, and—under certain conditions—commercial entities. For-profit organizations must comply with specific federal cost regulations and are not permitted to make a profit from the awards. Public international organizations and governmental institutions are also eligible to apply.
