The Ministry of New & Renewable Energy has announced its second call for proposals under the Research and Development Scheme of the National Green Hydrogen Mission. This scheme aims to boost R&D efforts to develop indigenous technologies for widespread deployment of Green Hydrogen and its derivatives efficiently and cost-effectively across the country. The initiative will strengthen the nation’s research and innovation capabilities, following established policies and guidelines.
Proposals should focus on enhancing the affordability, safety, efficiency, and scalability of Green Hydrogen production, storage, transportation, and use. Collaborative R&D frameworks involving academia, industry, and government are encouraged to promote innovation and technology transfer. The scheme also supports scaling up and commercializing promising Green Hydrogen technologies, leveraging favorable policy and regulatory environments.
The call emphasizes applied and translational research that bridges the gap between innovation and market deployment. Applicants must clearly define their initial and target Technology Readiness Levels (TRLs), highlight scalability and commercialization potential, and address sustainability and lifecycle aspects of their technologies. The R&D Roadmap available on the Ministry’s website should be referenced.
The categories for proposals include Hydrogen Production (Non-Biomass), Hydrogen Production (Biomass), Hydrogen Storage and Transportation, Hydrogen Applications, and Hydrogen Safety.
Regarding funding, overheads are allowed as follows: 8% of the project cost for projects up to ₹1 crore; for projects above ₹1 crore and up to ₹5 crores, 8% of the project cost or ₹15 lakhs, whichever is lower. For projects exceeding ₹5 crores, a tiered structure applies with specific percentages and amounts depending on the project size.
Eligible organizations to submit proposals include academic institutions, R&D institutions, government bodies, public sector undertakings (PSUs), private research institutions, and industries equipped with infrastructure to execute Green Hydrogen R&D projects.
Proposals will be evaluated based on relevance, clarity, and quality; well-defined and measurable objectives and deliverables; technical feasibility; and innovation potential, with attention to existing and targeted TRLs.
