The EU4CSOs Empower UA initiative is offering sub-grants to civil society organisations in Ukraine’s social sector, particularly those that provide community-based social services to people facing difficult life circumstances.
The funding opportunity is designed to enhance the capacity, quality, and reach of these organisations, and to promote the development of a more diverse and robust social services ecosystem.
Organisations working in government-controlled regions of Ukraine are invited to apply. Eligible applicants must be registered non-profit entities and meet criteria such as having experience in delivering social services, being included in relevant registries, maintaining good governance and financial practices, and being in operations for at least two years. The project supports interventions that expand the scope of social services, improve alignment with national service standards, and increase accessibility for underserved populations.
Approved projects will be awarded sub-grants ranging from €40,000 to €60,000 each, and will run over a period of twelve months. The process includes opening of the call in late October, with a deadline in early November 2025, and results announced in December 2025. Grantees will be expected to monitor their results, report on activities, and align their services with state standards and social policy objectives.
This sub-grant opportunity provides civil society organisations in Ukraine with access to meaningful financial support, mentoring, and networking resources. It encourages organisations to strengthen their service portfolios, build organisational resilience, and innovate in how they respond to evolving social challenges in a conflict-affected context.
