The City Enrichment Fund is Hamilton’s municipal investment program that provides support across a variety of areas aligned with the City’s Strategic Plan, Council Priorities, and its long-term community vision.
It offers funding through different program areas, streams, and categories, with clear requirements to ensure accountability and sustainability. Funding requests over $15,001 must not exceed 30 percent of the total program budget, while requests under $15,000 must demonstrate other revenue sources and cannot rely solely on the City’s funding. The 30 percent funding policy also applies to all operating streams, ensuring that projects are supported by a mix of financial contributions.
Eligible applicants for this program include incorporated not-for-profit organizations, registered charities, community associations, and unincorporated groups with not-for-profit objectives and governance structures. Professional artists and collectives may also apply, but only under the Arts Program Creation and Presentation stream. All activities supported through the fund must take place within the city of Hamilton, reinforcing its focus on local impact and community benefit.
There are, however, several categories deemed ineligible for funding. For-profit ventures, political parties, religious activities, hospitals, foundations, sports teams, and fundraising initiatives are excluded, as are programs that fall under the responsibility of other government levels or agencies such as school boards, universities, or social services. Activities held outside Hamilton also do not qualify. While programs do not need to have started at the time of application, applicants must be able to demonstrate that their initiatives are viable and feasible within the proposed timeframe. In the case of religious organizations or funding bodies, funding requests must clearly separate any religious or fundraising elements from the public programming in both project descriptions and budgets to ensure transparency and alignment with the program’s purpose.
