Are you a Luxembourg or European private company, do you want to develop sustainable and innovative business projects contributing to the achievement of the Sustainable Development Goals (SDGs) in partnership with an organization in a developing country? The Business Partnership Facility provides you with financial support to meet new markets.
The BPF is initiated and financed by the Luxembourg Ministry of Foreign and European Affairs (MAEE). The BPF is a Luxembourg financing facility aimed at encouraging the Luxembourg and European private sector to join forces with partners – public or private – from developing countries in order to set up sustainable business projects.
Different types of partnership can be established within the framework of the BPF. However, the initiative for the partnership falls to the representatives of the Luxembourg and European private sector wishing to participate in the facility. If the initiative may come from an actor in a developing country, in this case it is essential that contacts are established with potential partners in Europe and it will be up to these European partners to submit a proposal.
Any type of private company domiciled in Luxembourg or in a country of the European Union may, individually or in the form of a consortium, participate in this call for projects provided that it meets the minimum administrative eligibility conditions. The candidates pre-selected during the first edition will be notified at the beginning of July and will have until October 31, 2023 to submit their detailed proposal. The final selection will take place at the end of 2023.

Eligibility Criteria
- The BPF is open to private companies from Luxembourg and/or from European Union countries. The facility aims to encourage these actors to partner with companies, civil society organizations or state structures in developing countries in order to set up sustainable and innovative business projects contributing to the achievement of the Sustainable Development Goals (SDG).
Selection Criteria
- The support granted by the BPF must contribute to the achievement of the SDGs through green and inclusive growth, job creation or technology transfer.
- The following parameters are also taken into account for the final selection of projects:
- the innovative nature of the project;
- the economic viability of the project;
- the proposed partnership with the local partner, including the formal common interest between the partners and mutual accountability;
- expected results and associated indicators;
- the potential for job creation, particularly for women and young people;
- positive impact on the environment;
- the additionality of the co-financing by the BPF facility;
- neutrality (not creating market distortions);
- demonstration effect and replicability;
- compliance with social, environmental and tax standards;
- formal commitment to human rights.
