The “ADAPT Cereals” program aims to strengthen Tunisia’s cereal production systems to enhance food security, sustainability, and agricultural resilience. This five-year initiative (2022–2027), led by the Italian Agency for Development Cooperation (AICS) and the World Food Programme (WFP), promotes a modern, equitable, and environmentally sustainable approach to cereal farming.
The overall objective is to support cereal production in Tunisia. Specifically, it aims to contribute to the production costs of cereal producers and seed multipliers during the 2025/2026 agricultural season. This support is structured into three main components.
The first component is a Support Fund for cereal producers and seed multipliers who have secured payment facilities through authorized collectors or seed producers designated by the Cereals Office (OC). The fund helps finance eligible inputs and materials needed for cereal production. The second component supports the agroecological transition of farms receiving this assistance, with guidance from the National Institute of Large-Scale Crops (INGC). Practices encouraged include using high-quality local seeds, reducing chemical use, and adopting sustainable agricultural methods. The third component promotes sustainable cereal consumption and production through WFP’s support of Tunisia’s national school feeding programme.
Funding is divided into two lots. Lot 1, for collectors, has an indicative budget of €6,000,000, with grants ranging from €50,000 to €1,500,000. Lot 2, for seed companies, has a €2,000,000 budget, with grants not exceeding €1,000,000. Actions under these grants may last up to 18 months from contract signing.
Eligible costs for Lot 1 include a fixed contribution per hectare to cover the purchase of select cereal, legume, and oilseed seeds, fertilizers, biostimulants, biofertilizers, and organic foliar fertilizers. However, costs already funded by another donor, exchange rate losses, or reimbursed expenses by the state are not eligible.
To qualify, applicants for Lot 1 must be Tunisia-based grain collectors authorized by the OC for at least two years (including 2024/2025), in good standing with tax and social security authorities, and actively selling at least two categories of eligible inputs with payment facilities.
Lot 2 applicants must be Tunisia-based seed producers authorized by the OC for at least two years (including 2024/2025), compliant with regulations, and must sell certified or controlled seeds through payment facilities.
