The Ukraine2EU – EU Integration Support Programme for Ukraine is inviting Ukrainian civil society organisations (CSOs) to support the country’s alignment with the EU acquis and its broader EU membership goals. This initiative encourages CSOs to contribute meaningfully to Ukraine’s EU integration process.
Eligible projects may span a wide range of themes, including advocacy, policy analysis, legislative drafting, public consultations, impact assessments, communication, and support for negotiation processes. Priority will be given to initiatives focusing on sectors such as agriculture, industry, energy, free movement of labour, and the environment. These sectors fall under four EU integration clusters: internal market, competitiveness and inclusive growth, green agenda and sustainable connectivity, and resources, agriculture, and cohesion.
Grants of up to EUR 200,000 are available under this call, with EUR 125,000 considered the optimal request amount. Projects should be designed to be completed within a maximum of 18 months.
Supported actions may include conducting complex impact assessments, particularly those addressing cross-sectoral topics like climate and energy or green transition and agriculture. Projects can also include collaboration with state institutions through negotiation groups or similar structures involved in EU accession. Additionally, CSOs may assist the Ukrainian government and Verkhovna Rada in legislative alignment and reforms required by EU accession obligations. Innovative approaches to accelerate and improve the quality of the accession process are also encouraged.
All project activities must be implemented within Ukraine. To be eligible, the lead applicant must be a non-profit legal entity officially established in Ukraine and classified as a non-governmental organisation under Ukrainian law. They must have a minimum annual turnover exceeding €200,000 and double the amount of the grant requested. The applicant must be directly responsible for managing the project and may work alone or with co-applicants.
