The National Directorate of Environment and Climate Change, in collaboration with CTA, is preparing to access ENABEL Funds to support studies, technical assistance, and training. These efforts aim to establish an Environmental Quality Seal for the Republic of Mozambique.
To maintain transparency and credibility, the Environmental Quality Seal will be developed by an external and independent consultancy. This consultancy will be selected and hired by ENABEL and will operate under specific Terms of Reference that align with the Model for Technical Assistance Projects.
The project’s objectives include developing and implementing the Environmental Quality Seal, analyzing international standards on environmental sustainability, and adapting best practices to Mozambique’s context. It also involves setting objective criteria to certify institutions that voluntarily commit to environmental and biodiversity conservation.
Additional goals include drafting and validating a legal instrument, such as a decree or ministerial diploma, to support the seal’s formal creation. The final proposal will also include the design layout and be submitted to the Ministry of Agriculture, Environment and Fisheries (MAAP) for approval.
The consultancy will operate over a three-month period and is expected to deliver several key outputs. These include a situational diagnosis of institutions’ environmental commitments, a proposed regulation and assessment tools, a legal framework for the seal, and the formation of a coordination team and assessment committee.
Further deliverables include drafting terms of reference for future project phases, organizing a validation workshop, compiling workshop outcomes, and submitting a comprehensive final report to MAAP.
The initiative will involve stakeholders from various sectors. Public sector participants include ministries such as Agriculture, Economy, Planning, Finance, Education, Transport, and Public Works, as well as institutions like INNOQ and the National Directorate of Environment and Climate Change.
Private sector involvement comes through the CTA, with representatives from diverse industries and mega projects. The financial sector will be represented by the Bank of Mozambique, national and commercial banks. Civil society and cooperation partners will also play a role.
Documentation and evidence from the implementation process will include a participant list, workshop report, ID records, venue and catering receipts, and fuel invoices.
