The United Nations Development Programme (UNDP) is calling for proposals for the Development of District Sustainable Development Goals (SDGs) Framework/Localization Plan in Pakistan.
In line with the national initiative on SDGs, Government of Khyber Pakhtunkhwa in collaboration with UNDP has established a SDG Support Unit in Planning & Development Department, which is working in close coordination with national and provincial government entities, UN agencies and civil societies to mainstream SDGs in local development plans and strategies, strengthen coordination, reporting and monitoring mechanisms, align financing flows with 2030 Agenda, and support integrated and innovative approaches to accelerate progress on SDGs.
Scope of Work
- The Provincial Government and UNDP through the SDGs Support Unit developed the Provincial SDGs Framework, which has been approved by the Provincial Cabinet. The SDGs Framework has
- established the baseline on 82 SDGs indicators around 2014-15,
- reviewed all the targets to identify those relevant in provincial context that resulted in a total of 111 targets out of the total 169 targets and 169 indicators out of the total 244 indicators,
- prioritized these targets with the lens of high; medium and low priority as well as in terms of time with short; medium and long term, and set the targets at 2025 and 2030.
- As part of the SDGs localization process envisaged by the Government of Khyber Pakhtunkhwa and UNDP, UNDP intends to seek the services of a firm to develop District SDGs Localization Plans for four districts to be selected both from settled as well as newly merged Districts (2:2), not exceeding 1 District from each of 7 Divisions of Khyber Pakhtunkhwa.
Activities
Under this assignment District SDGs Framework/Localization Plan shall be developed for four districts . Main contours of the framework shall be as follow.
- Literature review of the existing District Development Plans/District SDGs localization plans, developed at national, provincial and district level to assess causes of nonimplementation, lagged achievement, and structural bottlenecks with the guiding principle of enlisting the lessons learnt and addressing them in the current assignment.
- Map the quantum of financial resources, released to the respective district, especially on the development side, in the last 10 years, and conduct statistical analysis to assess its impact on the socioeconomic and environmental indicator, and how it can be improved.
- Detail socio-economic and ecological profiling of the targeted districts focusing on indigenous resource base i.e., natural, social, human, physical and financial resources
- Localize the Provincial SDGs Framework in the selected districts through establishing district baseline to the extent data permits and setting district SDG targets until 2030 through a robust mix of quantitative and qualitative methods. Identification of district SDG priorities in accordance with the National Economic Council (NEC) formula, comprising Width, Depth, Level of Urgency, Severity, and Multiplier effect/interlinkages. Furthermore, the prioritization of targets is to be segregated in term of high, medium, and low priority.
- Develop District profile, covering the age demographics, socioeconomic, environmental and governance statistics, and indigenous resource base i.e., comparative advantage/s of the district coupled with means for tapping the resource base, which can be a means for broadening the district’s revenue generating potential.
- Develop an environmental strengths and weaknesses profile of the selected districts especially through the lens of disaster risk, environmental degradation, and tourism opportunities.
- Develop resource (Financial/Technical) mobilization Plan for achieving the District SDGs targets considering all the resource inflows with their trends including suggestions of innovative financial approaches to enhance district revenues.
- Identify sector wise areas for interventions with concrete justification and by suggesting innovative approaches to accelerate the progress towards achieving the SDGs targets of the district.
- Develop plan/mechanism for institutionalization of the District SDGs Framework/Localization plan by reviewing the latest District Local Government Act and District Development planning process.
- Presentation of the District SDG Framework/Localization Plan to District Authorities, Local Government and P&D Department including the Provincial Technical/Steering Committee to incorporate their comments/inputs before finalization.

- Technical Proposal (70%)
- Expertise of the Firm 40% with 280 Marks out of 700
- Methodology, Its Appropriateness to the Condition and Timeliness of the Implementation Plan 40% with 280 marks out of 700
- Management Structure and Qualification of Key Personnel 20% with 140 marks out of 700
- Financial Proposal (30%)
- To be computed as a ratio of the Proposal’s offer to the lowest price among the proposals received by UNDP.
Minimum Eligibility Criteria
- Technical and financial proposals should be submitted in separate PDF files and financial proposal must be password protected.
- Two relevant Contracts with National/Multinational Organizations (please attach copies of contracts).
- Profile of the company/firm along with details of employee, CVs of key professionals and available facilities/expertise.
- Three relevant satisfactory performance certificates for Projects completed in last three Years along with duration of each assignment.
- Proof of financial stability such as Audited Financial Statements along with the auditor’s report for the last two years (2018-19 and 2019-2020) along with Bank statements/certificates indicating financial standing.
- Firm’s/Organization valid registration with Income Tax/Sales Tax Department.
- An affidavit on stamp paper that the company/firm has never been black listed by any institution / department / agency and that it has not been involved in litigation with any of its clients.
- Copy of business registration certificate along with the articles and memorandum of association.
