The U.S. Department of the Interior, through the Bureau of Reclamation, manages the Small Surface and Groundwater Storage Program (Small Storage Program) to support enhanced water storage opportunities for future generations. This initiative aligns with the Department’s broader goals of water sustainability and conflict prevention.
Through this funding opportunity, Reclamation invites eligible entities to apply for cost-shared funding to support planning, design, and construction of small surface water and groundwater storage projects. The program focuses on projects located in the 17 western U.S. states, as well as in Alaska and Hawaii.
The program aims to support projects with water storage capacities ranging between 200 and 30,000 acre-feet. Eligible proposals must enhance water yield for identified beneficiaries, either by increasing water storage or improving the conveyance of water to or from a storage site. A feasibility study must be submitted to Reclamation by February 13, 2026.
The Small Storage Program offers up to a 25% federal cost-share. The Department prioritizes projects that improve reliability and flexibility in water management, enhance water quality, are regional in nature, and have broad stakeholder involvement. Environmental impact mitigation and economic benefits are also key evaluation criteria.
A total of $43.5 million is available under this program, with individual awards reaching up to $30 million. Projects that are more likely to receive funding include those that provide reliable water for states, Indian tribes, and local governments; increase water management flexibility; minimize environmental impacts; and deliver multiple benefits such as ecosystem restoration, groundwater enhancement, and improved water quality.
Eligible recipients must be located in Reclamation States, Alaska, or Hawaii. These include state, regional, or local water authorities, Indian tribes or tribal organizations, and other entities such as conservation districts or rural water districts.
Eligible applicants also include state, county, city, and township governments; special district governments; federally recognized tribal governments; tribal organizations not federally recognized; and nonprofit organizations with 501(c)(3) status, excluding higher education institutions.
