The Revolving Funds for Financing Water and Wastewater Projects Program supports eligible nonprofit organizations in creating revolving loan funds. These funds are intended to finance the expansion and improvement of water and wastewater disposal systems in rural areas.
Organizations that receive funding will establish a loan fund to support predevelopment costs and short-term capital projects. These projects must fall outside the routine operation and maintenance of existing water and wastewater systems.
A total of $1,000,000 in program funding is available. This initiative focuses on helping rural communities access reliable infrastructure solutions through nonprofit-led financing.
To be eligible, applicants must be private, nonprofit entities with the legal authority to enter into grant agreements and the capacity to make loans. For example, incorporated nonprofits must have the authority under state law to lend to other legal entities. Unincorporated associations may not be eligible if state law restricts their ability to enter binding contracts.
Applicants must also demonstrate sufficient expertise and experience in loan management to ensure the success of the program’s objectives.
