The Council of Europe, through its project “Combating Violence against Women in Ukraine – Phase III” (COVAW-III), has launched a call for grant proposals to raise awareness about the implementation of the Istanbul Convention in Ukraine. This initiative aims to support national, regional, and local efforts to prevent and combat violence against women and domestic violence by promoting the principles of the Istanbul Convention.
The Council plans to award two grants under this call, each with a maximum budget of EUR 12,000, disbursed in Ukrainian hryvnia (UAH). The total funding available is EUR 24,000. Projects must begin no earlier than September 20, 2025, and be completed no later than January 31, 2026.
Preference will be given to proposals that enhance understanding of Council of Europe and international standards among civil servants, law enforcement agencies, prosecutors, the media, and the general public. Proposals should also promote the Istanbul Convention through dialogue and initiatives that strengthen human rights and gender equality in Ukraine.
Additional focus areas include developing and distributing educational materials and resources that align with European standards for working with perpetrators of violence. These materials are expected to help raise awareness and improve interventions related to domestic violence prevention.
Grant recipients will bear full responsibility for implementing the approved activities and adhering to all agreement terms. In the case of multiple grantees, each will be jointly and individually liable for completing the project. If one party fails to fulfill their role, the remaining grantee(s) must carry out the responsibilities without extra funding unless otherwise agreed by the Council. For single applicants, all obligations will lie solely with the applying organization.
