The United Nations Development Programme is inviting applications for a project focused on enhancing the gender-responsive and socially inclusive dimensions of Armenia’s climate action efforts.
The primary objective is to ensure that gender equality and social inclusion (GESI) are fully integrated into Armenia’s NDC 3.0, its implementation plan, and related stakeholder engagement activities.
The project includes conducting a thorough review of how GESI considerations are reflected in Armenia’s key climate policies and planning documents. This review will cover existing instruments such as the Nationally Determined Contributions (NDCs), National Adaptation Plan (NAP), and Long-Term Low Emission Development Strategy (LT-LEDS).
The aim is to identify gaps, overlaps, and potential synergies with national gender equality strategies and sustainable development goals. The findings will be used to improve the NDC implementation progress report, offering practical recommendations for inclusive and gender-responsive climate action.
Applicants will also be expected to develop clear gender-responsive targets and indicators for both mitigation and adaptation sectors. These targets must be incorporated into the draft of NDC 3.0 and must clearly reflect Armenia’s commitment to equitable climate solutions.
In addition, a gender-responsive and socially inclusive implementation plan will need to be developed, outlining specific objectives, outcomes, budget requirements, and alignment with national gender policies.
The project also involves capacity building, with at least three sector-specific trainings designed for non-state actors, particularly women’s grassroots groups and youth organizations.
These sessions will aim to enhance their role in climate policy-making and ensure their continued involvement in the NDC 3.0 process. The initiative also supports addressing GESI-related feedback received during stakeholder consultations and the official review of the NDC draft.
To be eligible, vendors must not be under suspension or debarment by the UN, World Bank, or any other international organization. They must disclose any such status to UNDP, as failure to do so may lead to termination of any agreement. Bidders are also responsible for ensuring that their partners, subcontractors, and staff meet these eligibility standards and must have the legal authority to enter into a binding contract and deliver services in Armenia or through a local representative.
