The U.S. Department of Justice (DOJ), Office on Violence Against Women (OVW), is accepting applications by invitation only for the Tribal Domestic Violence and Sexual Assault Coalitions Program. This program supports nonprofit, nongovernmental Tribal coalitions focused on addressing domestic violence and sexual assault.
Invited and eligible applicants will receive equal base funding, with additional amounts for those addressing sexual assault-specific projects. The program is open only to recognized Tribal coalitions.
Funds must be used to increase awareness of violence against Indian or Native Hawaiian women, improve response at all government levels, and provide technical assistance to enhance access to services. Projects may also involve advocacy for legislation or policy improvements to support victims of domestic violence, sexual assault, stalking, dating violence, and sex trafficking.
Coalitions addressing sexual assault specifically may receive additional funding for activities like supporting local service providers, working with courts and law enforcement, planning public education campaigns, and influencing relevant policy.
Applicants are encouraged to focus on priority areas such as supporting victims of human trafficking and enhancing services in rural or Tribal areas, especially where resources are scarce.
The total expected funding is $7,809,648, with individual awards of up to $371,888 for a 12-month period.
Certain activities are ineligible for funding. These include research projects, promotion of gender ideology, discriminatory programs, or framing violence as purely a systemic social issue. Programs that reduce collaboration with law enforcement or prioritize services to non-citizens over citizens are also excluded.
Ineligible costs include lobbying, fundraising, property purchases, construction, or physical building modifications.
Eligible applicants must be recognized Tribal coalitions that provide services to Indian Tribes or Native Hawaiian communities, and meet the statutory definition as outlined by 34 U.S.C § 10441(d)(2)(A).
