The United Nations Development Programme (UNDP), through its SWAPNO II initiative, is seeking to engage a qualified organization to conduct a series of factory-level workshops designed to promote decent work, workplace safety, and gender equality in Bangladesh’s Ready-Made Garments (RMG) sector.
The assignment will cover ten selected factories located in Dhaka, Gazipur, Uttara Garments at Nilphamari, and Cumilla EPZs, targeting both floor staff and factory management.
The primary objective is to create safe and inclusive work environments that protect women workers from sexual harassment and gender-based violence (GBV). By engaging factory staff and management, the workshops aim to foster accountability, raise awareness, and reinforce a culture of respect in the workplace. This initiative also strengthens SWAPNO II’s commitment to building employment pathways for women in the formal sector.
The selected organization will be responsible for designing, coordinating, and delivering one-day workshops for workers, alongside separate orientation sessions for factory management. The content will include modules on grievance mechanisms, respectful conduct, and survivor-centered approaches to GBV. Practical learning methods such as case studies, role plays, and group discussions will be used to make the sessions interactive and effective. Legal frameworks, including the Bangladesh Labour Act, High Court Guidelines on Sexual Harassment (2009), and relevant ILO conventions, will be integrated into the training to align with national and international standards.
In addition to delivering the workshops, the organization will provide logistical support, prepare training materials, and collect participation data. A comprehensive inception report will outline the workshop strategy, while a final completion report will summarize outcomes, assessments, and recommendations. Ethical standards will be prioritized, ensuring confidentiality and sensitivity when addressing workplace issues and disclosures.
The assignment will run over three months, beginning in October 2025. To qualify, applying organizations must demonstrate substantial experience in facilitating workshops on decent work, sexual and gender-based violence, and related legal frameworks. Applicants will also need to provide legal documentation, audited financial statements, and evidence of technical expertise in community engagement and workplace training.
Through this initiative, UNDP and its partners aim to advance workplace dignity, empower women workers, and strengthen institutional mechanisms in the RMG sector, paving the way for safer and more equitable industrial employment in Bangladesh.
