The Government of the Kyrgyz Republic (GoKR), European Union (EU) and the United Nations have launched the Spotlight Initiative (SI), a multi-year programme aimed at addressing all forms of violence against women and girls (VAWG), and harmful practices (HP).
The SI aims to support transformative change on the ground to end VAWG, in numerous countries globally, including the Kyrgyz Republic. The initiative comes with the highest level of commitment globally and will be governed by the UN Deputy Secretary General and the Vice President of the EU Commission.
The goal of the Spotlight Initiative (SI) in the Kyrgyz Republic is for all women and girls, particularly those most vulnerable, to live a life free of violence and harmful practices, including child marriage and ala kachuu. It is built around six pillars developed after an extensive global theory of change exercise:
- Policies and legislation
- Institutions
- Violence Prevention
- Services
- Data
- Women’s movement and civil society
Duration
The contract assignment will be from July 2020 to June 2021.
Duty Station
The assignment will be implemented in Kyrgyzstan in Bishkek, with likely trips to select provinces in the country for purpose of research and public monitoring of impact of legislation on VAWG.
Eligibility Criteria
Qualification and Competency Requirements:
- For company:
- Professional experience in conducting in rule of law, gender equality, access to justice and related SGBV areas;
- Cooperation experience with the State Institutions of the Kyrgyz Republic in the field of human rights, gender equality, SGBV and early marriages;
- Cooperation experience with Civil Society Organization on gender issues; provide any analytical materials;
- For key staff:
- Gender expert
- Bachelor’s degree or equivalent in social science;
- Work experience related to assist in legislative review of legislation or normative acts initiatives development, participating in expert working groups on gender issues, SGBV and early marriages;
- Fluent in Kyrgyz language;
- Fluent in Russian language;
- Knowledge of English language is an asset.
- Legal specialist
- Bachelor’s degree or equivalent in law;
- Experience in analysis/development of legal normative acts;
- Fluent in Kyrgyz language;
- Fluent in Russian language;
- Knowledge of English language is an asset.
- Gender expert
- Capacity building specialist
- Bachelor’s degree or equivalent in social science;
- Work experience in capacity building of state institutions and CSOs working on human rights sector;
- Fluent in Kyrgyz language;
- Fluent in Russian language;
- Knowledge of English language is an asset.
