The United Nations Development Program (UNDP) has announced a call for applications for the 2020 “Institutional Capacities for Prevention, Care and Reparation of Gender Violence in Municipalities of Province of Buenos Aires”.
The Spotlight Initiative is a global alliance of the European Union and the United Nations that in Argentina is implemented with the leadership of the United Nations Coordination Office, through four agencies: ILO, UN Women, UNDP and UNFPA, to which UNICEF joins as an associated agency.
The general objective of the Initiative is to prevent, address, and punish violence against women and girls. The global initial budget amounts to 500 million euros, of which 55 million dollars is assigned for Latin America. In this region the Initiative focuses on the elimination of the demonstration most extreme violence, femicide.
The objective of the Spotlight Initiative in Argentina is to reduce violence against women and girls and, their most extreme manifestation, femicide. Based on global and regional guidelines, and a broad Participatory process of exchange and consultation in the country were defined as priorities: i) ensure that the community is informed about the rights of women and girls and ii) promote availability, quality and accessibility of services for prevention, care and repair. For this, it is planned to work on: i) transform cultural patterns, attitudes and behaviors favorable to gender equality; ii) implement actions aimed at promoting policies on gender violence with a comprehensive perspective and integrated and iii) guarantee the correspondence between the legislated law and the implemented policy. The strategy defined for the implementation of the Initiative raises the importance of an active participation of the civil society, unions, the private sector and academia, as well as a focus on women and girls crossed by multiple discriminations (indigenous, disabled, transgender, among others).
Specific Objectives
- Relieve the effects of recent institutional changes on the provincial executive power on the institutional designs associated with addressing the issue of gender violence in local governments.
- Develop a methodological proposal aimed at measuring institutional capacities in the areas of local gender to (i) mainstream gender policy in the implementation of public policies and (ii) to develop actions aimed at prevention, care and reparation of gender violence crossed by women and girls and LGTBIQ + population that allows its replicability in other municipalities
- Analyze institutional capacities for planning, implementation, monitoring and evaluation of public policies aimed at the prevention, care and reparation of gender violence and the inter-institutional coordination (horizontal and vertical) for the formulation and implementation of policies public.

- Women’s movement and civil society organizations strengthened to work in the eradication of gender violence and femicide
