The United Nations Development Programme (UNDP) has announced a call to Civil Society Organizations / Human Rights Defender’s Organizations of Women Girls Promoting New Masculinities, for the presentation of proposals oriented to the strengthening of essential services, San and San Marin, San Marin Care of women and girls in a situation of gender-based violence.
Gender equality, the elimination of violence against women and girls are a crucial component for the achievement of the Sustainable Development Goals (SDGs) contained in the 2030 Agenda in general and in SDG No. 5 in particular. In order to join efforts to do so, the European Union (EU) and the United Nations (UN) implement a global, multi-annual program called the ‘Spotlight Initiative’ (IS) that seeks to eliminate all forms of violence against women and las nirlas (VCMN). The Spotlight Initiative is a joint program that combines the strengths of the agencies, funds, and programs of the United Nations System and that seeks to implement a new way of working to achieve the SDGs.
To guarantee that all women and children live a life free of violence and reduce femicide, an intervention strategy was defined in diverse and interconnected aspects organized in six pillars:
- legislation and policies
- Institutional strengthening
- Prevention of violence
- Accessible and quality services
- Information Management. Reliable and accessible information
- Women’s movement and civil society organizations strengthened to work towards the eradication of gender violence and femicide
Objectives
General Objective
- Strengthen the capacity of civil society organizations that provide and contribute to the provision of quality integral essential services for the care of women and girls victims of violence, in coordination with the institutions of the justice sector and the National System of Attention to Victims and in the local coordination spaces of the prioritized municipalities
Specific Objective
- Contribute to the development and implementation of actions that promote access to comprehensive care services for women and nirlas in situations of general violence, in terms of improving the effectiveness, accessibility, and/or comprehensiveness of such services.
- Contribute to the development and implementation of actions that promote access to care services for re-education in new masculinities, to men referred by institutions of the justice sector
- Strengthen coordination capacities between institutions of the justice and care sector and civil society organizations, especially community-based, formed and/or focused on working with women and girls experiencing multiple discrimination so that they can implement strategies and actions, innovative in the provision of services and access to justice, which can then be replicated in other contexts and on a larger scale.
Topic of Interest
The proposals presented must be framed in one of the following lines and must consider innovative actions for the provision of services in the context of the current emergency situation:
- Development of innovative proposals that promote the availability and/or adequacy of comprehensive care service in order to make it accessible to a group of women and girls experiencing multiple discriminations, taking into account the new context generated by the epidemic and quality criteria contained in the basic essential services package.
- Education and training for service providers to strengthen accessibility to women and girls experiencing multiple discriminations.
- Improvement of the quality of comprehensive care services for women and girls who are subjected to multiple discriminations, according to the criteria contained in the basic essential services package, for example, services for low-income and disabled women, etc.
- Dissemination of information to promote access to comprehensive services to deal with violence that is adequate and available to women and girls experiencing multiple discriminations.
Eligibility Criteria
All those nationally preferred civil society women’s organizations that work to promote the elimination of violence against women in El Salvador are empowered to apply. The following are considered eligible to access financing:
- Civil society organizations or organizations of women’s movement or human rights defenders legally constituted, that is, with legal personality, and current legal representation that has the headquarters and/or performs the municipalities of San Martin, San Salvador, and San Miguel. In the case of the municipality of San Martin, these may be organizations that have their headquarters or are established in the municipalities of Soyapango, whose public address is women or girls victims of San Martin.
- Networks of civil society organizations or networks of organizations of women’s movements and human rights defenders that have their headquarters and/or work in the municipalities of San Martin, San Salvador and San Miguel, indicating a leading organization, being that this Ultima must be legally established.
- Participation will be exclusively institutional and each civil society organization may participate with a maximum of 1 (one) individual proposal and/or as part of a network of organizations. In the latter case, each organization must comply with the required legal requirements.
