The Public Diplomacy Section of the U.S. Embassy has opened recruitment for the 2026–2027 academic year of the Hubert H. Humphrey Fellowship. This Fulbright program invites accomplished young and mid-career professionals with leadership potential to spend a year in the United States for non-degree graduate-level study, leadership development, and professional collaboration.
The fellowship fosters long-term ties between Cambodians and U.S. professionals by offering future leaders valuable experience in American society, culture, and relevant fields. Awards are competitive and open to candidates from both the public and private sectors who demonstrate a strong commitment to public service.
Fellows pursue academic study at one of about 11 selected U.S. universities, each offering institutional and professional support tailored to specific fields. Participants cannot choose their host university, but each has a faculty coordinator and academic advisor to guide them. The fellowship combines academic coursework with hands-on leadership training, including site visits, conferences, workshops, and a six-week professional affiliation with a U.S.-based organization.
The program includes key fields of study: Human and Institutional Capacity (economic policy, public administration, technology policy), Rights and Freedoms (communications, journalism, human rights), Sustainable Lands (agriculture, environmental policy, urban planning), and Thriving Communities (public health, substance abuse policy, education).
To be eligible, applicants must hold a four-year undergraduate degree, have at least five years of full-time professional experience beyond that degree by August 2025, and currently hold policy or management responsibilities. University teachers and English language instructors are eligible only if they also have policy or administrative roles. Scientists and researchers may apply only in the field of substance abuse education and policy. Candidates must be eligible for a passport.
Applicants are not eligible if they are recent graduates, purely academic researchers without management duties (outside the approved field), U.S. dual citizens or permanent residents, or individuals not qualified to hold a valid passport from their home country.
The application package must be completed in English and submitted online. It should include full responses to all prompts, two letters of reference (one from a current employer), and official academic transcripts and diplomas. If documents are in another language, they must be accompanied by an official English translation. Transcripts should detail all coursework and grades; if the transcript does not show degree completion, a diploma must also be included.
