The United Nations Development Programme (UNDP) Peacebuilding Project in Tripoli has announced an opportunity for local NGOs and civil society organizations (CSOs) to act as the Responsible Party in implementing a youth-focused peacebuilding initiative aimed at fostering meaningful youth participation and leadership in community stabilization efforts.
This initiative focuses on empowering young people in Tripoli to identify local conflict drivers, develop innovative solutions, and lead transformative projects that promote social cohesion and trust across communities.
The assignment targets 120 youth participants, with an equal representation of men and women, who will first take part in the Multi-Stakeholder Local Dialogue (MSLD) process to analyze sources of conflict and community priorities. Following this, the youth will continue into the Youth Leadership Programme (YLP) to design and implement peacebuilding initiatives that respond directly to the challenges identified during the MSLD consultations. Through this integrated approach, the project aims to enhance youth leadership, promote civic engagement, and foster sustainable community resilience.
The Responsible Party will play a central role in ensuring the success of this initiative by organizing and managing three key phases: YLP Kick-off and Empowerment Training, Shortlisting and Incubation Support, and Implementation of Youth-Led Initiatives with Sustainability Mechanisms. These phases will include comprehensive training sessions, mentoring support, technical guidance, and the incubation of 50 youth-led projects designed to address community tensions and contribute to peace and stability in Tripoli.
Selected youth will receive capacity-building support in leadership, conflict analysis, and project design, preparing them to translate local challenges into practical solutions. The initiative will also strengthen linkages between youth groups and municipal authorities, ensuring that youth-led projects align with local development plans and contribute to inclusive governance. Additionally, visibility campaigns and community outreach will be conducted to promote positive narratives of peace, counter misinformation, and reduce polarization among diverse communities in Tripoli.
UNDP has allocated a total budget of USD 200,000 (excluding VAT), equivalent to USD 222,000 (including VAT), for the implementation of this assignment. The project duration is 10 months, starting immediately after the Responsible Party Agreement is signed.
Eligible organizations must have a minimum of three years’ experience implementing youth-centered programs, peacebuilding, or leadership development initiatives. They should also demonstrate proven experience in designing and delivering youth training and capacity-building workshops, managing projects with budgets of at least USD 200,000, and collaborating with international development organizations or UN agencies. In addition, applicants must have an average annual turnover of USD 200,000 or more over the past three years.
The project team will include a Project Coordinator, who will serve as the main focal point for all activities and coordination with UNDP, and a Local Field Assistant, who will engage with communities across Tripoli to ensure effective youth participation. Both positions require strong experience in project management, training facilitation, and community engagement, as well as familiarity with the Lebanese socio-political context and the challenges faced by youth in conflict-affected areas.
Through this initiative, UNDP seeks to create a model for inclusive and sustainable peacebuilding, led by youth and supported by local institutions. By empowering young changemakers and strengthening collaboration between communities and local authorities, the project aims to build lasting stability and resilience in Tripoli.
