The British Council invites institutions capable of delivering Social Enterprise Coaching Skills Development and Incubator Programme for Start-up Social Enterprises of Youth and Women in UVA and Central provinces of Sri Lanka (Matale, Nuwara Eliya, Badulla and Monaragala districts).
The British Council is implementing a 4-year project titled “Support for Integrated Rural Development”. The project is funded by the European Union.
The overall objective of this project is the promotion of an integrated, sustainable climate-resilient and inclusive socio-economic development for the most vulnerable rural and estate communities within the districts of Monaragala and Badulla in Uva Province, and Nuwara Eliya and Matale in Central Province.
Expected Outputs
- To develop participant selection criteria for incubator programme of youth and women;
- To design and develop appropriate training modules;
- To conduct two, three-day residential workshops for selected government officials in the project implementing districts;
- To design the youth and women incubator programme ensuring the government officials are engaged with the implementation of the programme;
- To conduct women and youth incubator programme for a minimum of 20 social entrepreneurs and in Matale, Nuwara Eliya, Badulla and Monaragala districts.
Expected Outcomes
- Trained government officials are able to identify, promote and support social enterprises in the four districts;
- The entrepreneurs/ social entrepreneurs who have completed the incubator programme are able to develop, establish or scale up their businesses as social enterprises which will address social and/or environment issue(s) in the community.
Duration
- The programme has to be completed by 31 August 2021.
Eligibility Criteria
To be eligible to apply for this opportunity, applicants must fulfil all of the following criteria:
- Is an institution registered in Sri Lanka.
- Minimum 5 years of experience in supporting Social Enterprises and Entrepreneurs.
- Experience in conducting training programmes and awareness creation programmes to government officials.
- Has a Sri Lanka based bank account that requires two signatures.
- Operates from a good financial position, demonstrated through their latest audited accounts. or appropriate alternative (for example. Year End Report & Financial Statement).
- Accepts the requirements in relation to intellectual property rights.
- Demonstrate a willingness to work cooperatively with both the British Council as the party as the contract awarding organisation potentially with other partners either from the UK or Sri Lanka.
- Possess sufficient capacity within the organization to ensure transparent, responsible use of funds.
Scoring Methodology
The following methodology for evaluating responses will be applied and weighted for all selection criteria below:
- 10 points (Excellent) – A comprehensive and strong answer indicating the provider is fully capable and experienced to deliver the required outcomes. A detailed response that directly responds to all requirements with no ambiguity and relevant examples provided.
- 7 points (Good) – There are slight concerns that the organisation will not be able to achieve all the outcomes required and response lacked details of relevant experience. A less detailed response that broadly responds to the requirement with some ambiguity and few relevant examples provided.
- 5 points (Adequate) – There are concerns that the organisation will not be able to achieve the outcomes required and response significantly lacks details of relevant experience. A less detailed response that broadly responds to the requirement with some ambiguity and no/irrelevant examples provided.
- 3 points (Poor Response/Limited Evidence) – There are serious indications that the organisation will not be able to achieve the outcomes required and has not provided appropriate evidence of experience to successfully deliver the outcomes required. A response that is not entirely relevant to the requirement, with ambiguity and lacking specific detail.
- 0 points (Unacceptable) – The answer is non-compliant and/or no relevant information has been received to demonstrate the organisation can achieve the required outcomes. No response or a response that is entirely irrelevant.
