The United Nations Development Programme (UNDP) is seeking proposals to support for the implementation of a community project for the creation of temporary jobs and IGA in KAGA-BANDORO and BIMBO.
This is a real problem that affects not only the CAR but also some African countries. Today, several young people are trained. Certainly ! However, these training courses are not adapted to the offer offered by certain national and international companies. To overcome this problem, several strategies have been put in place to strengthen the youth management policy, among others, the review of the national youth policy program, the establishment of the office of the National Council of Youth, the creation of youth centers, the national strategy for technical education and vocational training, the apprenticeship development support project (PADA) implemented by the Central African Agency for Vocational Training and (ACFPE) and the program to promote temporary employment and sustainable employment for vulnerable young people, which has brought together several United Nations agencies, including the UNDP, since 2017.
Objectives
- Reduce unemployment among young people (men and women) and the violence often born of frustration due to exclusion from the labor market, and increase their participation in community recovery and stabilisation.
- Specific objectives
- Support the creation and supervision of young beneficiaries of temporary jobs through the rehabilitation of public infrastructure and/or of community interest;
- Provide an information, advice and guidance service in relation to awareness-raising activities on peace, social cohesion and socio-economic reintegration opportunities;
- Ensure the structuring around the micro-projects of at least 80% of the beneficiaries in association and/or group;
- Create the culture of savings among the participants and make them understand the advantages of creating associations or IGAs;
- Facilitate training in entrepreneurship and growth professions;
- Ensuring the provision of groups and individuals formed with IGA kits;
- Ensure the follow-up of the groups over a period of two months with a view to the sustainability of the action.
Duration: 9 months, starting as soon as possible
Expected Results
- Socio-economic integration opportunities such as THIMO are identified and their feasibility assessed
- Young men and women have increased skills in entrepreneurship and promising trades in their communities
- The young men and women who benefit from the project have access to a package of services for the creation of income-generating activities
Criteria
NGOs will be selected based on the following criteria:
- Administrative criteria
- Justify a legal existence in the form of a non-profit association under Central African law;
- Have legal personality in the Central African Republic attested by official operating documents and recognition at the provincial/national level;
- Technical criteria
- Have an experience of at least 3 years in the field of supervision of socio-economic reintegration activities in a post-conflict context, supervision of temporary job creation projects, structuring and support of IGAs;
- Justify satisfactory performance of previous contracts concluded with bilateral or multilateral cooperation organizations (produce an information sheet) over the past 3 years, through services whose degree of satisfaction is certified by the sponsors;
- Have experience in carrying out construction or infrastructure rehabilitation works;
- Have practical knowledge on socio-economic reintegration through the creation of temporary jobs and income generation.
- Field Presence Criteria
- Having one or more projects with UNDP funding or other donors can be an asset;
- Have an office or justify a presence in the area of intervention with supervisory staff having the qualifications in accordance with the mission, residing in the area and having a perfect knowledge of the geography and the key issues of the environment ;
- Availability criteria for monitoring
- Have field agents for the follow-up and monitoring of collective and individual IGAs;
- Have tools for monitoring the financial management of groups
