The United Nations Development Programme (UNDP) is requesting to submit your proposal for “Ensure Access to job opportunities for vulnerable and most affected people specifically women, youth in select industrial clusters/ districts in Karnataka, Maharashtra and Telangana”.
UNDP seeks to engage the services of an agency having previous experience of successfully working at the district skills ecosystem to act as a bridge between MSMEs, Vocational Training Providers and individuals from vulnerable section of the society and ensuring access to job opportunities including internship and apprenticeship. These are to be done in association with the industry associations to ensure convergence with bridging the skills gap faced by the MSMEs.
Within the framework of UNDP India COVID response measures, one of the planned initiatives aims to “extend advisory and handholding support to micro and small enterprises on business continuity support, safe resumption of operations and production, in line with government requirements, as well as to facilitate bridging the skills gap faced by the MSME sector”; in partnership with local industry associations in select industrial clusters across three focus states. With the help of partner industry associations, mapping of available job roles and requisite skill sets have been initiated.
Selected agency is expected to work with all the key stakeholders and play the role of network builder. Build convergence with the MSME Industries (State/Cluster level) associations already partnering with UNDP and the private sector to facilitate supply-demand matchmaking process & jobs opportunities for candidates in MSMEs facing labour force challenges due to the pandemic. Following activities (not limited to) to be carried out to fulfil the objective:
- Identification and Mobilisation
- Mapping of local job/internship/apprenticeship opportunities available in the targeted locations (as mentioned below) especially across MSMEs, local and hyper-local businesses.
- Identifying and mobilising the unemployed and such youth/women who have lost their jobs, those who had completed their education & training but could not join jobs as well as the returnee migrants due to the ongoing pandemic
- Network with VTPs/ YES Centres/Civil Societies/private sector/ migration centre to mobilize interested candidates.
- Connect and coordinate with local government administration, state employment department/exchanges/ skill missions/ NULM/, etc., to map the returnee migrants, unemployed and displaced youth due to the pandemic, to ensure coordinate placement efforts and support them in getting local jobs based on their skill sets/experience
- Guidance, hand holding support and Match making
- Adapt / use existing communication materials for dissemination to the individuals regarding health, safety and security in the workplace, mental health, etc. and prepare them to work in the “new normal workplace”. Leverage online platform and disseminate information on jobs/ internships to local labour force and provide career counselling, online career orientation sessions regarding available job opportunities/interaction session with career experts, pre-placement assistance to youth/women wherever needed.
- Facilitate matchmaking with internship/apprenticeship/placement opportunities locally based on their skill sets/experience for integration/reintegration into the workforce and ensure final placements of the candidates within the minimum wage standards and industry norms. Promote online internship opportunities to give fresh candidates exposure to the world of work, wherever feasible.
Deliverable
Summary of Deliverable is provided:
- Customization/adaptation and dissemination of IEC materials (regarding health safety and security in the workplace such as importance of face mask, social distancing, hand washing in manufacturing and service sector.
- Around 7500 youth and women mobilized for placements and integration/reintegration into the workforce.
- 5000 persons placed in jobs (3000 women & 2000 men) including apprenticeship and paid internship.
Eligibility Criteria
- Proposals are invited from the institutions/organizations only.
- Proposal submitted by Individuals will not be accepted
- Minimum of 5 years of proven experience in designing and implementing large scale projects/ programmes in youth engagement, youth capacity building skilling.
- Minimum 3 years of demonstrated competency in use of digital tools and platforms to also manage and strengthen youth awareness and mobilization, counselling, pre-placement, placement and post-placement efforts online, in addition to the on-ground efforts
- Minimum 3 years of experience working with youth employability skill program, career guidance, placement/ post placement assistance and employer onboarding process etc. in Karnataka, Telangana and Maharashtra.
Notes
- If no proposal meets the criteria, UNDP reserves the right not to reward the tender to any of the applicants. The convincing business case is a necessary condition.
- If bidders do not meet any of the above listed criteria, their proposals will not be considered for further evaluation.
- Bidders meeting above listed criteria are required to submit evidences (details/ documents) in support – otherwise proposal may be disqualified.
