The U.S. Department of State, Bureau of International Narcotics and Law Enforcement (INL) Affairs is seeking applications from qualified Non-Governmental Organizations (NGOs), Educational Institutions and other qualified organizations for Grants to implement a program entitled “Combating Wildlife Trafficking in Sub-Saharan Africa”.
The goals of this project are to reduce poaching and trafficking of protected animals and their body parts originating from Sub-Saharan Africa.
Program Objectives
- To strengthen domestic, criminal justice institutions in sub-Saharan Africa to complete successful enforcement, investigative, and prosecutorial functions of wildlife crimes.
- Proposed projects should be designed to strengthen the capacity of wildlife-related institutions and actors in sub-Saharan Africa, specifically targeting Botswana, Malawi, Namibia, and Zambia.
- Activities should build capacity of civil law enforcement entities and personnel to address, investigate, and/or support prosecution of illegal wildlife trade within and from Malawi, Namibia, or Zambia; enhance legislative frameworks to better support proactive approaches and support wildlife prosecutions in Malawi, Namibia, or Zambia; support arrests and convictions of wildlife criminals through regular communication across domestic criminal justice sectors in Malawi, Namibia, or Zambia; and support development of the WENSA and its secretariat in Botswana as an implementation tool for the SADC Wildlife Protocols.
Geographical Focus & Funding
- Botswana: Botswana is considered a middle-income country that has had great success with protecting wildlife. Botswana has experienced a recent and sudden rise in poaching and is crambling to adapt to new challenges. INL will support the development of new engagement in Botswana.
- Awards for Botswana are expected to total $1,350,000.
- Malawi: Malawi has a very small elephant population, but it plays a significant role as a transit hub with porous borders and an attractive operating environment for poachers. INL will support the development of new engagement in Malawi. INL seeks to build the capacity of Malawi’s criminal justice institutions to protect its borders from the illegal transit of wildlife products.
- Awards for Malawi are expected to total $700,000
- Namibia: INL seeks to continue to strengthen Namibia’s domestic criminal justice entities to combat illegal wildlife trafficking.
- Awards for Namibia are expected to total $1,450,000.
- Zambia: Zambia houses several diverse ecosystems and species, such as both black and white rhino populations as well as significant elephant populations. Zambia requires financial and technical support to increase capability to combat wildlife poaching and trafficking specifically ant-rhino poaching which is on the rise in Southern Africa.
- Awards for Zambia will not exceed $1,500,000.

- Nonprofits having a 501(c)(3) status with the IRS, other than institutions of higher education
