UN-Habitat is seeking Expression of Interest (EOIs) for the ‘Emergency Response to Drought and Natural Disasters and Improvement of Socio-economic Conditions for Host and Refugee Communities in Kalobeyei.’
Purpose
- The project will build upon UN-Habitat’s work in Kalobeyei since 2016, supporting the County Government of Turkana and UNHCR’s existing efforts to implement a sustainable integrated settlement for hosts and refugees by Improving disaster response preparedness. It will also support economic activities through vocational and income generation training to strengthen the economic resilience of host and refugee communities.
- To this regard, an implementing partner is sought in Kalobeyei to construct water retention and abstraction infrastructure, develop a risk mitigation strategy including a community-led early warning system, and promote economic recovery through IGPs, capacity development, and issuance of business grants.

Activities and Outputs
- The primary components of this project include:
- Construction and/or rehabilitation of water storage and irrigation infrastructure
- Develop a risk mitigation strategy including a community-led early warning system and
- Enhance economic and food security for host and refugee communities through income generating activities for women and youth.
- The implementing partner will undertake main activities as follows, but not limited to:
- Carry out a comprehensive assessment of existing water retention infrastructure within the main waterways in Kalobeyei settlement to determine their capacities and general status.
- Carry out construction or rehabilitation of water retention infrastructure along Kalobeyei waterways for flood mitigation and in response to irrigation water demand. These may include retarding basins, sand dams, sub-surface dams, bunds, or any other intervention as may be feasible.
- In consultation with relevant government actors, develop a flood and drought risk mitigation strategy including a simple and easy-to-use early warning system.
- Promote income generation activities in the communities’ food supply chain through capacity development, incubation of new businesses, and issuance of recovery grants in consultation with other sector stakeholders including UNHCR, WFP, and FAO.
- Support in the procurement of construction materials and services as may be agreed upon with UN-Habitat.
- Ensure close collaboration with the UN-Habitat office to align the implementation process with UN-Habitat approaches and to facilitate community participation in all aspects of the project.
- Ensure collaboration with the Embassy of Japan and Japanese technology partners in the project.
- Develop quarterly and final detailed project reports capturing the progress, achievements, and challenges.
- Provide logistical support necessary to implement the project.

- Clear organization profile and structure of the organization indicating:
- Organization’s vision, mission, and objectives
- Management structure
- Members of the Governing Board and their Designations duly certified by the Corporate Secretary, or its equivalent document
- Proof of membership to professional associations if any.
- Provide a certified copy of the organization’s constitution or by-laws.
- Evidence of experience working in refugee settlements such as Kalobeyei
- Provide copies of project monitoring policies and procedures
- Provide copies of procurement policies and procedures
- Description and key features and controls of the accounting system used
- Provide location and list of office facilities, vehicles, and office equipment locally available to implement the project
- Clear organization profile and structure of the organization indicating:
- Financial Capacity
- Audited company financial statements (balance sheet and income statement) and auditor’s report for the last two years (certified).
- Exclusive bank account
- Is the organization willing and able to have a separate bank account for the funds provided by UN-Habitat?
- Integrity and Governance
- The organization should complete and submit a signed Partner Declaration Form
- Provide the profiles of the key management, technical, key finance, and accounting staff that will be involved in the project
