The Environmental Protection Agency is accepting proposals for its grant program entitled “Creating and Maintaining Healthier Environments for Children in U.S. Communities along the U.S.-Mexico Border.
This notice announces the availability of funds and solicits proposals for projects that address children’s environmental health risks in southern California, Arizona, New Mexico, or Texas communities located within 100 kilometers or 62 miles of the U.S.-Mexico border including but not limited to those that support prenatal environmental health education, healthy childcare education, environmental health youth summits, or pediatric environmental health training.

Eligibility Criteria
- Proposals will be accepted from States or state agencies and local governments, territories, the District of Columbia, American Indian Tribes (federally recognized), possessions of the U.S. It is also available to public and private universities and colleges, hospitals, laboratories, other public or private nonprofit institutions, and 501(c)(3) organizations.
- Non-profit organization, as defined by 2 CFR Part 200, means any corporation, trust, association, cooperative or other organization that:
- is operated primarily for scientific, educational, service, charitable or similar purposes in the public interest;
- is not organized primarily for profit; and
- uses its net proceeds to maintain, improve and/or expand its operations. Note that 2 CFR Part 200 specifically excludes the following types of organizations from the definition of “non-profit organization” because they are separately defined in the regulation:
- institutions of higher education; and
- state, local and federally-recognized Indian tribal governments. While not considered to be a “non-profit organization(s)” as defined by 2 CFR Part 200, Institutions of Higher Education and state, local and federally-recognized Indian tribal governments are, nevertheless, eligible to submit applications under this RFP.
- Hospitals operated by state, tribal, or local governments or that meet the definition of nonprofit at 2 CFR 200.70 are also eligible to apply.
- For-profit colleges, universities, trade schools, and hospitals are ineligible.
