The United Nations Development Programme (UNDP) is extending an invitation to civil society organizations, including organizations of people with disabilities (OPDs), to submit project proposals.
Objective
- The main objective of the call is to support the independent living of individuals with disabilities in the community. This will be achieved through the piloting of a psychological counselling service, aiming to establish a successful model that facilitates long-term independent living and integration of people with disabilities in the community.
- The objective should be achieved through piloting service in three municipalities across different regions of Montenegro—Northern, Central, and Coastal. Therefore, one municipality will be selected from each of these three regions.
Scope
- The Call for Proposal aims to support implementation of service psychological counselling for persons with disabilities and their families and care-givers which will support greater degree of inclusion of these persons, motivation for personal progress, openness, active involvement in community activities, release of personal complexes, solving problems and overcoming obstacles and problems, greater struggle for realizing one’s own rights, etc.
- The proposed activities must be based on and clearly reflect the following principles:
- leaving no one behind
- inclusion of people with disabilities (design, implementation, evaluation)
- promotion of gender equality
- The proposal should also provide detailed information on the following:
- Indicate the purpose of the grant and describe the result(s) the grant is expected to achieve.
- Explain why the grantee is uniquely suited to deliver on the objectives.
- Proposed work plan for facilitation of the service psychological counselling- individual and/or group counselling (scope of project- minimum 30 persons). These sessions should be led by person specialized to conduct psychological counselling in accordance with standards for the provision of counselling-therapeutic and social-educational services, as defined by the Rulebook on closer conditions for provision and use, norms and minimum standards of counselling-therapy and social-educational services.
- The design and implementation of the detailed action plan, methodologies, all activities and report will be done in close cooperation and consultations with UNDP project staff.
Funding Information
- Through this CFP, three (3) projects will be funded, in the total amount of up to 30.000 €. Award amount will range from 8,000 € to 10,000 € per project.
- Lot 1: Northern region – one project maximum budget 10,000 €
- Lot 2: Central region – one project maximum budget 10,000 €
- Lot 3: Coastal region– one project maximum budget 10,000 €
- One NGO can apply for and receive funding for the implementation of a project in a maximum of two LOTs/geographical areas.
Duration
- Project proposals should include 3-months timeframe, in the period from February 2024 to May 2024.
Target Groups/Beneficiaries
- The project proposal should involve adults with disabilities as well as family members/caregivers of people with disabilities.
Eligibility Criteria
- To be eligible for the assessment of project proposal, applicant must comply with the following criteria, otherwise they will not be considered for funding:
- CSOs representing persons with disabilities, CSOs networks and platforms that have specialized knowledge, expertise and track record in advocating for rights of persons with disabilities registered in Montenegro and whose projects are aligned with the defined objectives.
- CSOs representing parents of children with disabilities, CSOs networks and platforms that have specialized knowledge, expertise and track record in advocating for rights of children with disabilities registered in Montenegro and whose projects are aligned with the defined objectives of the priority areas.
- In accordance with the conflict of interest principle, non-governmental organizations that have nominated representatives in the Project Steering Committee are not eligible to submit grant applications for this call.
