- Territorial governments or their bona fide agents in the Commonwealth of Puerto Rico, the Virgin Islands, the Commonwealth of the Northern Marianna Islands, American Samoa Guam, the Federated States of Micronesia, the Republic of the Marshall Islands, and the Republic of Palau.
