The United States Agency for International Development (USAID) is seeking applications for a cooperative agreement from qualified U.S. and non-U.S. organizations to fund a program entitled “Strengthening Care and Treatment Cascade.”
The Strengthening Care and Treatment Cascade Project will strengthen the ability of El Salvador, Guatemala, Honduras, Nicaragua, and Panama to provide effective and sustainable high-quality, patient-centered, and free of stigma and discrimination services that successfully enroll and retain patients on HIV care and treatment.
The purpose of this activity is to support countries to ensure that all eligible PLHIV are on treatment and achieve viral suppression through high quality and discrimination free care and treatment services.
Objectives
- Strengthen host country capacity to provide sustainable, high-quality care and treatment services free of stigma and discrimination, including addressing service delivery related barriers to ART initiation.
- Strengthen positive population’s enrollment and retention across the continuum of care through HIV differentiated service delivery models tailored to key populations.
- Improve health care providers´ response capacity to prevent, detect and manage HIV/TB coinfections at the facility and community levels.
- Improve the generation, analysis and use of strategic information related to the continuum of care for key populations.

Eligibility Criteria
- U.S. and non-US organizations may participate under this NOFO.
- Applicants must have established financial management, monitoring and evaluation processes, internal control systems, and policies and procedures that comply with established U.S. Government standards, laws, and regulations. The successful applicant will be subject to a responsibility determination assessment (Pre-award Survey) by the Agreement Officer (AO).
- The Recipient must be a responsible entity. The AO may determine that a pre-award survey is required to conduct an examination that will determine whether the prospective recipient has the necessary organization, experience, accounting and operational controls, and technical skills – or ability to obtain them – in order to achieve the objectives of the program and comply with the terms and conditions of the award.
