The United States Department of State Bureau of Democracy, Human Rights and Labor (DRL) is seeking applications for its program entitled “Combating Gender Based Violence in East Asia Pacific” that promote and protect the human rights of those affected by gender-based violence (GBV) in East Asia Pacific.
In order to promote the United States and Administration’s priorities of protecting U.S. national security, it is imperative to address the underlying causes of U.S. national security threats, including terrorism, transnational crime, and irregular migration. Over a decade’s worth of research shows that women’s advancement is critical to stability and to reducing political violence, and can positively impact issues as diverse as food security, countering violent extremism, or resolving disputes with other nations peacefully. Countries where women are secure and safe from GBV; and where they have access to support networks and mechanisms are exponentially more stable.
Focus Areas
- Advocating to promote legislative reforms or enforcing current legislation; including working with judicial actors on enforcing and implementing legislation and polices, recording and investigating crimes, and supporting victims of GBV.
- Developing policies, procedures and referral systems to ensure comprehensive, victim-centered services for survivors of GBV, including legal, medical, economic and psychosocial support, including creating networks for survivors to reach out to service providers
- Increasing awareness of GBV including media engagement/campaigns, social mobilization, and awareness campaigns that target survivors and community and victim advocates.
- Engage in partnerships to cultivate the best practices for ending GBV, including creating cross sectoral links between the media and services to promote understanding of available legal and health services.
- Conducting targeted training programs, which should include community and religious leaders, families, including men and boys as advocates.
- A portion of the program may include data collection and analysis.

Eligibility Criteria
- DRL welcomes applications from U.S.-based and foreign-based non-profit organizations/nongovernment organizations (NGO) and public international organizations; private, public, or state institutions of higher education; and for-profit organizations or businesses.
- DRL’s preference is to work with non-profit entities; however, there may be some occasions when a for-profit entity is best suited.
