The United States Agency for International Development (USAID) is seeking applications from Humanitarian Private Voluntary Organizations (PVOs) for its program entitled “Syria Humanitarian Assistance Consortium”.
The goal of this APS is to address the urgent multi-sector humanitarian needs of populations affected by the conflict inside Syria.

Objectives
- Implement coordinated and rapid response to acute needs in Syria in the humanitarian sectors of health and nutrition, shelter and settlements, and WASH in conflict-affected communities, camps, transient sites, and host communities.
- Respond to newly displaced populations with appropriate, coordinated, and timely multi-sector humanitarian assistance.
Eligibility Criteria
- Eligible Partners: A PVO or cooperative that is, to the extent practicable, registered with the USAID Administrator. Registration is preferred; however, unregistered applicants may apply pursuant to ADS 251.3.2 (a)(6). Partners planning to operate cross border from Turkey need to demonstrate their registration there.
- New Partners: USAID/OFDA encourages applications from potential new partners. However, a pre-award risk assessment (which the AO will undertake for all successful applicants as discussed in ADS 303.3.9) may take longer for new organizations who have not previously worked with USAID/OFDA funding. These pre-award risk assessments may affect implementation dates and activities; new partners should take this into account. Potential new partners might wish to consider collaborating with those organizations that have met the criteria described in the ADS in an attempt to expedite review and approval. However, all partners will be subject to pre-award risk assessments.
- Non-eligible Partners: USAID/OFDA will not accept applications from, or provide resources to individuals, public international organizations, foreign governments, parastatal organizations, or USG departments and agencies.
