The United States Department of State, Bureau of International Narcotics and Law Enforcement Affairs, is seeking applications from qualified Non-Governmental Organizations (NGOs), Educational Institutions, and other qualified organizations for a Grant to implement a program entitled “Combating Wildlife Trafficking in Latin America and the Caribbean”.
INL/C seeks to fund a project that builds Latin America’s capacity to deter, detect, investigate, prosecute, and adjudicate wildlife poaching and trafficking cases. The scope includes the facilitative financial crimes (e.g. money laundering and corruption) that enable poaching and trafficking networks.
The primary countries of engagement must include two or more of the following: Bolivia, Brazil, Colombia, Ecuador, Guyana, Peru, Suriname, Guatemala, Belize, and Mexico. Additional countries in Latin America and the Caribbean may also be included. Efforts should be made to implement activities in underserved areas where poaching crimes are occurring and along trafficking routes.
Project Objectives

- Enhance and promote legislative and regulatory frameworks to combat wildlife trafficking and related illegal activities.
- Improve capabilities to detect, investigate, prosecute, and adjudicate cases involving wildlife poaching and trafficking and related activities, including financial crimes, e.g. corruption and money laundering and the use of legal processes such as civil and/or criminal forfeiture where applicable.
- Develop transcontinental coordination and cooperation among law enforcement and prosecutors in source, transit, and destination countries to detect, investigate, and prosecute criminal organizations involved in wildlife trafficking, e.g., between Latin America and Asia and/or Europe.
Award Information
- The anticipated total combined federal funding amount is not to exceed $4,000,000 USD.
- The period of performance is up to two years with an anticipated start date of October 2017.
Eligibility Criteria
- Applicants that qualify to receive U.S. grants, such as U.S. not-for-profit/nongovernmental organizations (NGOs) or U.S. based educational institutions subject to section 501(c)(3) of the U.S. tax code; foreign not-for-profits/non-governmental organizations (NGOs) or foreign based educational institutions, with the ability to develop and successfully implement a project in the applicant’s proposed project countries and meet INL’s reporting requirements. Organizations must also be able to demonstrate current (or pending) country registration in the proposed project country(ies), if required by the country of project implementation.
- Applicants must have demonstrated experience implementing similar education or capacity building programs, preferably in Latin America. INL reserves the right to request additional background information on organizations that do not have previous experience administering similar programs and/or federal grant awards.
- Applicants must have the ability to produce course materials, deliver training, and conduct evaluations in the host country’s language and English. The applicant’s staff should be proficient in English in order to fulfill reporting requirements.
- Applicants must have existing, or the capacity to develop, active partnerships with stakeholders in order to successfully carry out the proposed program.
- Organizations may form a consortium and submit a combined proposal; however, one organization should be designated as the lead applicant.
- Applicants must be able to respond to the NOFO and be able to mobilize in a short period of time.
- Note: Public International Organizations (PIOs) and For-Profit Organizations are excluded from applying to this grant announcement.
