The Soros-Moldova Foundation, from financial resources provided by the European Union, has announced a Grant Program addressed to the Local Civil Society Organizations (CSOs) for the development / creation or extension / diversification and delivery of innovative and sustainable community social services addressed to children in groups vulnerable people and people with intellectual and psychosocial disabilities.
The grant program aims to provide financial and technical support for at least 30 local level CSOs to develop / expand and deliver innovative community social services for children from vulnerable groups and people with intellectual and psychosocial disabilities. Services created / extended in partnership with public authorities are designed to meet the identified needs of beneficiaries. Local CSOs are encouraged and will establish / strengthen sustainable partnerships with local and central public authorities for participatory service development.
Lots
The grant program is divided into two lots:
- Lot 1: Community social services for people with intellectual and psychosocial disabilities
- Project proposals eligible to be funded from this batch:
- will involve the development / extension and delivery of innovative community services and / or the diversification / extension of services provided at local level in order to increase the social inclusion of people with intellectual and psycho-social disabilities.
- will contribute to the social inclusion of people with intellectual and psychosocial disabilities in residential institutions by preventing institutionalization and deinstitutionalization;
- Project proposals eligible to be funded from this batch:
- Lot 2: Community social services for children from vulnerable groups
- Project proposals eligible to be funded from this batch:
- will contribute to increased social inclusion and the prevention / exclusion of institutionalization of children from vulnerable groups.
- will involve the development of innovative community social services and / or diversification / extension and provision of services for children from vulnerable groups such as early intervention services, functional inclusive education models, family support services, parental development services, curricular, socio-educational, sports and cultural services, services for teenagers with certain behavioral problems, services for children in the residential system to facilitate their inclusion in the community, other services.

Keystone Moldova will provide technical assistance to OSCs interested in participating in the Grant Program both during the competition and during the implementation of the projects.
Funding Information
- The total amount for the Grant Program is EUR 1,500,000.
- The amount requested will not exceed EUR 50,000 per grant and will be in line with the proposed activities for implementation and the project implementation period.
Project Duration
- The planned initial duration for project activities may not be less than 6 months and may not exceed 24 months.
- The projects can be implemented between 1 December 2018 and 30 November 2020 .
Eligibility Criteria
In order to be eligible participants, requesting organizations must:
- to be non-profit (non-commercial) organizations registered in the Republic of Moldova,
- to be civil society organizations at local level, e.g.: public associations, foundations, community organizations, operating outside the city of Chisinau,
- to be directly responsible for the preparation and management of the project, without acting as an intermediary. Sub-grant is not supported.
