European Commission is inviting proposals for its grant program with an objective to develop effective responses and tools to prevent and counter all forms of radicalisation in priority areas such as children and youth, community engagement, local dimension and multi-agency approach and prisons with a focus on mapping, analysis, exchanges and evaluation of existing approaches as well as developing methodologies and approaches with a high degree of transferability.
Priorities Area
Project applications submitted under the present Call for Proposals must address at least one of the following priorities:
- Improving the community engagement (possibly including with informal actors) and the multi-agency cooperation on preventing and countering radicalisation leading to violent extremism;
- Supporting local actors, including non-profit organisations, by enhancing their knowledge and capacity to prevent and counter radicalisation. Considering the particular vulnerabilities of children and young people, support to local actors addressing also these groups would be particularly welcome.
Outcomes
- On community engagement and multi-agency cooperation:
- Development, testing, implementation and roll-out of models, methodologies and tools, with a high degree of transferability to other (local) contexts and in other countries, on how to organise community engagement aiming at preventing and countering radicalisation, focusing on one or more communities (including faithbased communities) and/or informal actors (such as family members of radicalised people);
- Development, testing, implementation and roll-out of models, methodologies and tools, with a high degree of transferability to other (local) contexts and in other countries, on how to implement multi-agency cooperation aiming at preventing and countering radicalisation.
- On support of local prevent actors:
- Enhancement of the capacity of local actors, e.g. small NGOs, associations or local administrations, to provide prevent and counter radicalisation services; including by developing support structures offering to all relevant local actors tailored trainings or consultancy services in different fields, e.g. helping them to implement specific initiatives (on a long term or ad hoc basis);
- Increased cooperation between local actors in different Member States aiming at the development of common prevent projects building on complementary capacities and knowledge.
Funding Information
The total budget earmarked for the co-financing of projects is estimated at EUR 5 000 000.
Eligibility Criteria
- In order to be eligible for a grant, the Applicant and the Co-applicants must be:
- be legal persons, application from natural persons are not eligible;
- a public body, a non-profit-making private entity, a for-profit entity. A for-profit entity may only participate in conjunction with a public body;
- established in a Member State of the European Union participating in the ISF Police instrument.
- In order to be eligible for a grant, applications must be:
- transnational, i.e. involving at least 3 organisations established in 3 different Member States participating in the ISF Police instrument;
- seeking EU co-funding equal to or more than EUR 250.000 and equal to or less than EUR 1 000 000;
- activities must not have started prior to the date of submission of the grant application. International organisation can be neither Applicants nor Co-applicants Union agencies can be neither Applicants nor Co-applicants. Affiliated entities, i.e. legal entities having a legal or capital link with Applicants, shall take part in the action as individual Co-applicants in order to declare eligible costs. To prove these eligibility requirements, Applicants and Co-applicants will have to provide the relevant information and upload necessary documents showing their legal status in the Beneficiary Register. The information needs to be provided before the submission deadline.
