The European Union is currently accepting proposals from eligible organisations for a program entitled “Civil Society Organization and European Instrument for Democracy and Human Rights”.
Objectives of the Programme and Priority Issues
- CSOs Programme
- The global objective of this programme is to strengthen civil society organisations and local authorities which aim at supporting CSOs’ contribution towards reinforced governance, accountability and inclusive policy-making.
- The specific objective (s) are: To enhance CSOs contributions to governance and development process as an actor in governance and accountability, partners in promoting local governance and accountability and stakeholders in promoting inclusive and sustainable growth
- The priority(ies) of this call for proposals is/are:
- Lot 1: Support actions to promote youth’s participation in social and economic policy dialogue, decision making and policy implementation at national and local levels.
- Lot 2: Support innovative actions to contribute to better and more inclusive access to education, skills training, employment, and income generating activities, with special attention to the economic empowerment of women, girls and/or marginalised groups including people with disabilities.
- Lot 3: Support actions to increase citizen’s and civil society’s active participation in addressing climate change and environmental challenges with special attention to, but not limited to, biodiversity conservation.
- EIDHR Programme
- The global objective of this Call for Proposals is to support civil society and human rights defenders in third countries working on human rights (political, civil, economic, social and cultural rights) and democratisation.
- The specific objective (s) of this Call for Proposals is to strengthen the role of civil society in pursuing common agendas for human rights and democratic reform, enhance political participation and representation, increase safety structures for human rights defenders and support activities aimed at promoting the issues covered by EU human rights guidelines.
- The priority(ies) of this call for proposals is/are:
- Lot 4: Support actions to promote freedom of expression and the independence of the media on line and offline.
- Lot 5: Support actions to address illegal migration, human trafficking, especially of women and children, including support to the victims in these areas.
- Lot 6: Support actions to promote land security and tenure for vulnerable groups including indigenous people and/or urban poor communities.
Size of Grants
Any grant requested must between the following minimum and maximum amounts:
- CSOs (lot 1, 2 and 3)
- minimum amount: EUR 750,000.00
- maximum amount: EUR 2,000,000.00
- EIDHR (lot 4, 5 and 6)
- minimum amount: EUR 300,000.00
- maximum amount: EUR 500,000.00
Eligibility Criteria
- Lead applicant
- In order to be eligible for a grant, the lead applicant must:
- For CSO (lot 1, 2 and 3)
- be a legal person and
- be non-profit-making and
- be civil society organisation and
- be directly responsible for the preparation and management of the action with the co-applicant(s) and affiliated entity(ies), not acting as an intermediary and
- be established in Cambodia or in a Member State of the European Union or in beneficiaries to Regulation (EU) No 231/2014 or in contracting parties to the Agreement on the European Economic Area or be established in developing countries and territories, as included in the list of ODA recipients published by the OECD-DAC (‘list of ODA recipients’) or in overseas countries and territories covered by Council Decision 2013/755/EU.
- For EIDHR (lot 4, 5 and 6)
- be a legal person and
- be non-profit-making and
- be a specific type of organisation such as non-governmental organisations, international (inter-governmental) organisation, community-based organisations, institutions and networks and
- be established in a Member State of the European Union or in Cambodia or in any eligible country as stipulated in the CIR and
- be directly responsible for the preparation and management of the action with the co-applicant(s) and affiliated entity(ies), not acting as an intermediary.
- For CSO (lot 1, 2 and 3)
- Potential applicants may not participate in calls for proposals or be awarded grants if they are in any of the situations
- In order to be eligible for a grant, the lead applicant must:
- Co-applicant(s)
- Co-applicants participate in designing and implementing the action, and the costs they incur are eligible in the same way as those incurred by the lead applicant.
- Co-applicants must satisfy the eligibility criteria as applicable to the lead applicant himself.
- As co-applicants, Cambodian and non-Cambodian CSO can apply.
- Affiliated entity(ies)
- The lead applicant and its co-applicant(s) may act with affiliated entity(ies).
- Only the following entities may be considered as affiliated entities to the lead applicant and/or to co-applicant(s):
- Only entities having a structural link with the applicants (i.e. the lead applicant or a co-applicant), in particular a legal or capital link.
- This structural link encompasses mainly two notions:
- Control, as defined in Directive 2013/34/EU on the annual financial statements, consolidated financial statements and related reports of certain types of undertakings:
- Entities affiliated to an applicant may hence be:
- Entities directly or indirectly controlled by the applicant (daughter companies or first-tier subsidiaries). They may also be entities controlled by an entity controlled by the applicant (granddaughter companies or second-tier subsidiaries) and the same applies to further tiers of control;
- Entities directly or indirectly controlling the applicant (parent companies). Likewise, they may be entities controlling an entity controlling the applicant;
- Entities under the same direct or indirect control as the applicant (sister companies).
- Entities affiliated to an applicant may hence be:
- Membership, i.e. the applicant is legally defined as a e.g. network, federation, association in which the proposed affiliated entities also participate or the applicant participates in the same entity (e.g. network, federation, association) as the proposed affiliated entities.
