The European Union (EU) is currently seeking proposals for its grant program entitled “Technical and Organizational Support for the Development of Advocacy Actions for Better Governance”.
Objectives
- The overall objective of PASOC, which this call for proposals is to contribute to, is to contribute to the rooting of democracy and the culture of dialogue and peace in Chad through the increasing and effective participation of CSOs, and through them, the citizen in the process of political, economic and social life of the country.
- The general objective of this call for proposals is to strengthen CSOs in their roles as agents of change and development.
- The purpose of this call for proposals is to pool expertise and know-how with a view to influencing decisions related to good governance issues.
Priorities
This call for proposals is given priority (s):
- Actions that strengthen the capacity of CSOs, whether or not members of their networks, in the design, planning, implementation and evaluation of advocacy actions for good governance at local, regional or national level ;
- Advocacy actions that promote good governance at local, regional and national levels;
- Actions to combat corruption in all its forms.
Size of Grants
Any grant requested under this Call for Proposals must be between the following minimum and maximum amounts:
- Minimum amount: FCFA 30,000,000
- Maximum amount: 34,000,000 FCFA
Eligibility Criteria
- Lead Applicant
- To be eligible for a grant, the lead applicant must:
- be a legal person, and
- be an organization that does not have the same objectives as political parties; and
- be directly responsible for the preparation and management of the action with the co-applicant (s) and the affiliated entity (ies) and not act as an intermediary; and
- The CSO coalition leader must have experience in governance issues at the local or national level. The coalition must include at least two (2) women’s organizations and two (2) youth organizations.
- have at least five (5) years of existence evidenced by a registration receipt; and
- produce at least three (3) annual activity reports, or annual audit reports, or any other official document confirming the operation of the organization during the last three years.
- Can not participate in calls for proposals or receive grants, potential applicants in any of the situations.
- To be eligible for a grant, the lead applicant must:
- Co-Applicant
- The co-applicants participate in the preparation and implementation of the action, and the costs they incur are eligible in the same way as those borne by the lead applicant.
- Co-applicants must meet the same eligibility criteria as those applying to the lead applicant itself.
- Affiliated entity
- The lead applicant and his co-applicant (s) may act with one or more affiliated entities.
- Only the following entities may be considered affiliated to the lead applicant and / or the co-applicant (s):
- Only entities that have a structural link with the applicants (the lead applicant or a co-applicant), in particular a legal or capital link.
- This structural link mainly encompasses two notions:
- control, within the meaning of Directive 2013/34 / EU on annual financial statements, consolidated financial statements and related reports of certain types of undertakings:
- Entities affiliated with an applicant may therefore be:
- entities controlled directly or indirectly by the applicant (subsidiaries or first-tier subsidiaries) or controlled by an entity itself controlled by the applicant (sub-subsidiaries or second-tier subsidiaries), and this is valid for other levels of control;
- entities directly or indirectly controlling the applicant (parent companies). Similarly, they may be entities controlling an entity controlling the applicant;
- controlled entities, directly or indirectly, at the same level as the applicant (sister companies).
- Entities affiliated with an applicant may therefore be:
- membership, that is, the applicant is legally defined as, for example, a network, federation or association of which the proposed affiliated entity is a member, or the applicant is a member of the same entity (for example, a network, federation or association) than the proposed affiliated entity.
