The United Nations Development Programme (UNDP) is currently accepting proposals for its Global Fund Small Grants 2019 to support and strengthen the capacity of CSOs/NGOs with the objective of enhancing the interest of key populations at the community level buy into the public health system through the engagement of the key populations and at-risk groups.
This project, funded by the Global Fund to Fight AIDS, Tuberculosis and Malaria (GFATM) sets up a plan for countering the HIV and TB diseases in Belize over the 2019-2021 period, focusing on vulnerable populations, primarily: MSMs and transgender women, people living with HIV (PLHIV), including vulnerable children and orphans, and TB patients. The project will support prevention, treatment and adherence of PLHIV and TB treatment. To do so, it will seek to advance a human rights framework for key populations and will contribute to the strengthening of national institutions called to support these populations, in collaboration with civil society organizations and other partners. While the country may still be eligible for GF funds for HIV, beyond 2021, this is the final period for which Belize will be eligible for funds to combat TB.
Expected Results
The potential grantees are expected to utilize grant funds to build upon their capacity to deliver psychosocial support to key populations and enhance engagement between the key populations and the government system.
The objective is to provide support, to build awareness and acclimate key populations into the government/public health system by:
- Increasing the level of engagement between community-based groups and local government officials.
- Increasing understanding of legal issues and local policies related to MSM and Transgender people in local settings, especially those living with HIV.
- Documenting issues and perspectives of MSM and transgender people.
- Increasing capacity of CSOs to effectively fight Stigma and Discrimination in Belize.
- Increasing capacity of CSOs in sustainability and financial planning after this transitional period.
Grant Information
- Approximately five (5) grantees will be selected to receive up to a total of $9,352.70 BZD to implement their proposed programs.
- The time-period for implementation of the small grant is approximately nine (9) months, running from May 13, 2019 to December 31, 2019. Budget will be disbursed in one lump sum.
Activities
The capacity building activities for CSOs for which funds may be requested include:
- Development of organizational policy manuals and guidance documents related to promoting a rights-based approach to HIV and TB responses.
- Short term consultants – drawn first from national pool wherever possible but open to international should qualified pool not be identified — to strengthen M & E and/or financial systems to more effectively monitor key populations/human rights programming. The support of consultants will require definition of clear ToRs with well described and specific deliverables that contribute to human rights or efforts to decrease stigma and discrimination in Belize.
- Attending academic courses on human rights, key populations, and/or gender to advance knowledge of key and current perspectives and programming. International visits should be limited and should include follow up training to expand the impact of the international visit (in line with what has been previously approved by the Global Fund). No more than 10% of the total funds in the small grants program can be used on international visits.
- Participation by CSOs in meetings with government/other civil society representatives to discuss and develop policy and processes, including, for example, updating VCT and treatment guidelines, developing strategies to combat stigma and discrimination, etc.
- Development of communication strategies for CSOs that contribute to efforts to addressing structural barriers in the HIV response.
- Other capacity building activities where there is proven evidence of the positive contribution of these types of activities to the reduction of stigma and discrimination against key populations.
Activities should be in line with internationally accepted efforts to promote human rights and/or reduce stigma and discrimination and/or to build the capacity of CSOs to address key challenges related to key populations.
Eligibility Criteria
Interested CSOs/NGOs/CBOs must meet the following criteria to be eligible for selection.
- Mandate and founding document should be in line with the activities for which the fund is being sought.
- Have an established experience in similar/related activities.
- CSO/NGO/CBO may be unregistered as registration may be a challenge in Belize.
