The European Union (EU) is currently accepting proposals from eligible organizations for a program entitled “EUROSAN EMPRENDE: Incubation of Ideas, Solutions and Novel Entrepreneurships (“Start-Ups”) for Food and Nutritional Security “.
This call for proposals is framed between the actions of Result 5 of the EUROSAN-West Project: “Innovation, Management and Knowledge Transfer”.
Objectives
- The overall objective of this call for proposals is:
- Encourage innovation and entrepreneurship in Honduras, by supporting entrepreneurs and developing ideas, technologies and / or innovative and commercially promising solutions that improve the conditions of Food and Nutritional Security (SAN) of the vulnerable population from Honduras.
- The specific objective of this call for proposals is:
- Financial assistance to third parties through the selection of an entity / organization that will design, coordinate and manage the Incubator services of innovative productive and technological enterprise proposals in SAN.
Priorities
The priorities of this call for proposals are:
- Support the incubation and application of ideas, innovative technological and productive solutions aimed at solving or mitigating problems that affect Food and Nutrition Security or any of its determinants such as the negative impacts of climate change, the unsustainable use of energy and natural resources.
- Propose a methodology of management and administration of an incubator of ideas, technological and productive solutions, not focused on ventures that directly contribute to solving or mitigating SAN problems of the Honduran population.
- Promote and organize a contest for innovative entrepreneurship (Start-Ups) in SAN through the mechanism of financial support to third parties, developing an active campaign of communication and social networks to maximize the number of applicants to the call.
- Define management and governance mechanisms of the contest, as well as the criteria for analyzing and evaluating proposals to incubate.
Funding Information
The grants requested under this call for proposals will be comprised between the following minimum and maximum amounts:
- Minimum amount: EUR 826,000.00
- Maximum amount: EUR 826,000.00
Eligibility Criteria
- Principal applicants
- The applicant must meet the following requirements to qualify for a grant:
- be a legal person;
- not have a profit motive;
- For British applicants: bear in mind that the eligibility criteria must be met during the entire duration of the grant. Unless the industry-specific eligibility rules indicate otherwise, if the UK withdraws from the EU during the grant period without concluding an agreement with the EU that specifically ensures that British applicants continue to be eligible, they will stop receiving funds of the EU (as long as they continue, when possible to participate) or will be asked to abandon the project on the basis of article 12.2 letter e) of the General Conditions annexed to the grant agreement.
- be directly responsible, with its co-applicants and affiliated entities, for the preparation and management of the action, and not simply to act as an intermediary;
- In addition to the categories mentioned above, the following will also be eligible:
- Applicants who belong to one of the following categories:
- Academic institution (universities or educational institutions with focus on innovation, incubation / acceleration programs or equivalent);
- Center and scientific body, of innovation, applied research and development, among others of a similar nature;
- Nonprofit private sector or its regional organizations (sectoral, productive associations, cooperatives and others in the social sector of the economy);
- Operator of the regional, national or local public sector;
- International (intergovernmental) organization, as defined in article 43 of the Financial Regulations of the EU;
- Civil Society Organizations, including foundations or non-governmental organizations, cooperatives and producer associations.
- Additionally, the Applicant must demonstrate experience in:
- Management and administration of incubation / acceleration programs, incubation services and / or acceleration of businesses and / or ventures.
- Launch and coordination of calls and / or contests to promote innovation, entrepreneurship and the transformation of entrepreneurs into entrepreneurs.
- Applicants who belong to one of the following categories:
- The principal applicant may act individually or with co-applicants.
- The applicant must meet the following requirements to qualify for a grant:
- Co-applicant (s)
- The co-applicants will participate in the conception and execution of the action, and the costs incurred will be eligible in the same way as those incurred by the main applicant.
- The co-applicants must meet the eligibility criteria applicable to the main applicant.
- In addition to the categories mentioned above, the following will also be eligible:
- Entities, organizations or groups of non-profit entities that support innovation, incubation and acceleration of businesses and / or ventures, that provides experience and knowledge for the successful execution of the action.
- Associations of interest such as student associations, women, young entrepreneurs, professionals or other subjects as long as they are non-profit.
- Affiliated Entities
- Only the following entities may be considered entities affiliated with the main applicant or the co-applicants:
- The entities that have a structural link with the applicants (ie, the main applicant or a co-applicant), especially if the link is legal or capital.
- This structural link mainly covers two aspects:
- Control: according to the definition contained in Directive 2013/34 / EU on the annual financial statements, the consolidated financial statements and other related reports of certain types of companies:
- Thus, the entities affiliated with an applicant can be:
- Entities controlled directly or indirectly by the applicant (subsidiary or first level companies). They can also be entities controlled by an entity controlled in turn by the applicant (second level subsidiaries) and the same applies to the following levels of control.
- Entities that directly or indirectly control the applicant (parent companies). Likewise, they may be entities that control an entity that controls the applicant.
- Entities under the same direct or indirect control as the applicant (associated companies).
- Thus, the entities affiliated with an applicant can be:
- Accession: the applicant is legally defined as, for example, network, federation or association in which the proposed affiliated entities also participate, or the applicant participates in the same entity (for example, a network, federation or association) that the affiliated entities proposed.
