UN Women Office in Serbia has announced a call for proposals for “Implementation of a Communication and Behavioural Change Strategy” to promote behavioural change among communities in 15 municipalities in Serbia towards gender inequality and zero tolerance to violence against women, under Phase II of the regional programme ¨Implementing Norms, Changing Minds.
Under the Phase II, CSOs will be supported to develop and implement strategic communication campaigns for changing gender discriminatory social norms and attitudes at the community level in Serbia and achieving concrete specific behavioural results in reducing VAW in an additional 15 municipalities using the GenderLab approach. This action directly responds to CEDAW Concluding Observations to Serbia (discriminatory gender stereotypes, article 21 and 22) that voice concern about high levels of discriminatory gender stereotypes hindering the advancement of women’s rights.
With a view to achieving Output 2.2: “Women, girls, men, and boys at community and individual level have a better understanding and acceptance of gender equality”, it is expected that the selected Responsible Party will develop and implement a strategic communication campaign for changing gender discriminatory social norms and attitudes at the community level in Serbia, and for achieving concrete specific behavioural results in reducing VAW in at least 15 municipalities.
Funding Information
- The budget for this proposal should be up to USD 50,000.
- The project is expected to be carried out within the months of April 2020 and March 2021 (12 months)
Competencies
- Technical/functional competencies required;
- Proven experience in advocacy and capacity building engagement on the Istanbul Convention and CEDAW standards;
- Experience in organizing campaigns on awareness raising and advocacy/behavioural changes within the Serbian context;
- Focusing on the empowerment of women and using a gender specific approach is required.
- Other competencies, which while not required, can be an asset for the performance of services
- Transformation of inequitable gender norms and power disparities between women and men, and empowerment of women and girls to thrive as equals;
- Being a source of information on EVAW in the Serbian context will be an asset;
- Experience in facilitating the exchange of ideas and dissemination of information on EVAW and women’s rights will be an asset.

- UN-Women is soliciting proposals from Civil Society Organizations (CSOs).
- Women’s organizations or entities are highly encouraged to apply.
