The U.S. Department of State, Bureau of Population Refugees and Migration (PRM) has announced a 2020 Notice of Funding Opportunity for “Innovation in Child Protection: Building Resilience in Refugee Children on the Move.
PRM seeks innovation proposals that advance global knowledge and response for early childhood development to build the resilience of refugee children on the move. PRM will prioritize submissions that contribute to a broader evidence-base and build upon current standards to document good approaches or practice for the wider humanitarian community.

Proposals must focus on one or more of the following sector:
Child Protection
- General Guidance: Early childhood (ages 0-5) is a critical stage of human development, the time when nurturing and loving care by caregivers lays the foundation for life-long well-being. PRM recognizes that trauma stemming from forced displacement puts refugee children at greater risk of toxic stress leading to long term negative impacts on their physical, mental, and emotional development. Programming specifically for refugee children on the move continues to be a challenge in the global child protection response, specifically for early childhood development, given the transitory nature and high stress environments. PRM seeks proposals that support innovative approaches to building the resilience of children on the move, ages 0-5 years of age, through early childhood development interventions, including but not limited to support for caregivers, play based care, and social emotional wellbeing and learning. Proposals should focus on utilizing new approaches in diverse locations to test and demonstrate effectiveness of new ideas or best practices, which can be further replicated with adaptation, depending on country/regional contexts. Proposals to evaluate the effectiveness of such approaches will also be considered. Single country service provision proposals will not be considered.
- Duration of Activity: Program plans for one year will be considered.
- Period of Performance: Program period of performance of one-year (12 month) will be considered.
- Funding limits: Program proposals must not be less than the funding floor and not more than the funding ceiling per year or they will be disqualified.
- Funding floor per award (lowest $$ value): $500,000
- Funding ceiling per award (highest $$ value): $800,000
Note: Funding ceilings and floors pertain to the PRM cost per year.
- Anticipated Amount to be Awarded Total: PRM anticipates, but makes no guarantee, to award up to approximately $1,500,000 total through this NOFO.
Eligibility Criteria
- Nonprofits having a 501(c)(3) status with IRS, other than institutions of higher education;
- Nonprofits without 501(c)(3) status with IRS, other than institutions of higher education;
- International Organizations;
- Private institutions of higher education;
- Public and State controlled institutions of higher education.
- International multilateral organizations, such as United Nations agencies, should not submit proposals through Grants.gov in response to this Notice of Funding Opportunity.
- Multilateral organizations that are seeking funding for programs relevant to this announcement should contact the PRM Program Officer on or before the closing date of the funding announcement.
