The Principality of Monaco (the International Cooperation Office) and the French Ministry of Europe and Foreign Affairs (Inter-ministerial Delegate for the Mediterranean and Delegation for Relations with Civil Society and Partnerships), in collaboration with the IECD, launch a call for proposals to support youth in the Western Mediterranean.
The present Call for Proposals “Supporting Youth in the Western Mediterranean” aims to foster a partnership between civil society organizations in the Western Mediterranean with innovative initiatives in favour of youth.
It aims to:
- create synergies between civil society organizations from both sides of the Mediterranean working for youth and,
- identify and develop innovative approaches.
Funding Information
- A total of 240,000€ has been allocated by the institutional partners of this Call for Proposals (180,000€ from the French ministry of foreign affairs and 60,000€ from the department of international cooperation of Monaco).
- The selected initiatives will receive grants of between €10,000 and €15,000. Instalments will be done in Euros. As a reminder, a minimum of 20% co-financing will be presented by the consortium.
- The recommended duration of projects is 12 months. Depending on the evolution of the Covid-19 health crisis, the partners reserve the right to extend the closing date of the Call for Proposals.
Eligibility Criteria
- Eligible civil society organizations, as well as public or private entities working on projects with a social impact in Algeria, Spain, France, Italy, Libya, Malta, Morocco, Mauritania, Monaco, Portugal and Tunisia, are invited to submit projects in at least one of the following fields:
- Education,
- Vocational training,
- Socio-economic integration,
- Mobility (meetings and practice exchanges between youth actors),
- Social and solidarity economy.
- Projects must be submitted by a consortium of partners: organization from the southern shore and at least one organization from the northern shore, with the following conditions:
- The partner from the southern shore: Algeria, Libya, Morocco, Mauritania, Tunisia will be the lead partner of the project and will, therefore, be responsible for managing the grant and representing the consortium at the IECD.
- The partnership will associate a non-governmental organization partner from the northern shore: Spain, France, Italy, Malta, Monaco and Portugal.
- Organizations working for young people in vulnerable situations and young women and/or those affiliated to youth networks are strongly encouraged to participate in this Call for Proposals.
- Social and solidarity-based enterprises are also eligible.
- Applicants who do not fulfill all the administrative conditions will not be eligible.
- A single CSO can present a maximum of 2 projects as long as the consortia and projects are different.
- The NGO consortium will have to provide funding of at least 20% of the total amount of the project. The valorisations (mobilisation of human resources, provision of materials or premises) are accepted, and can be provided from one OSC or from all OSCs of the consortium.
- Project activities will have to be consistent with the context of the COVID19 crisis in the implementing country.
Selection Criteria
The proposed projects will have to:
- Be in the fields of education, vocational training, socio-economic integration, mobility, and social and solidarity-based economy
- Contribute to the achievement of at least one Sustainable Development Goal adopted by the United Nations in 2015 (SDGs) related to the objectives of the project. Projects meeting the following SDGs are strongly encouraged: SDG1 “No Poverty”, SDG4 “Quality Education”, SDG5 “Gender Equality”, SDG8 “Decent Work and Economic Growth”, SDG10 “Reduced Inequalities”, SDG15 “Life on Land.
- It is mandatory to take into account the context of the COVID19 crisis and to provide innovative solutions to the consequences of the crisis in the five areas covered by this call for projects.
The assessment criteria will be as follows:
- The project must take into account the most vulnerable groups (in particular those facing poverty, school drop-out, unemployment, disability, conflict, violence, etc.).
- The project will have to demonstrate its relevance: the activities and partnerships presented will be consistent with the objectives of the project in the context of implementation.
- The project description, objectives, activities and budget will be clear and precise.
- The project will take into account gender equality (OECD gender marker 14 as a minimum) and an environmental dimension.
- The project will include capitalization and experience-sharing activities and will propose communication actions.
- The project will seek to involve local actors in the activities developed.
- Projects proposing an innovative and/or original approach will receive a bonus.
- Projects will include capitalisation, experience sharing activities, and communication actions. All the communication documents and actions carried out within this project will highlight the support of partners by mentioning their names and logos.
Important: Project activities may not be linked in any way to religious proselytizing or political propaganda.
