Nuffic has announced a Call for Proposals to “scale up the gender approach and sexual health education in the technical and vocational secondary education (TVET) subsector, and Higher Education”.
The Orange Knowledge Program is a 5-year program with the objective of contributes to the sustainable and inclusive development of society, by building capacities, the knowledge and qualities of both individuals and educational institutions, in the technical and vocational education and training and Higher Education. It contributes to the achievement of the objectives of the Dutch development cooperation, in which education plays a role considerable.
The proposed project must contribute to the following objectives:
- Contribute to universal access to sexual and reproductive health and rights [Objective Sustainable Development (SDG) 3 and 5]
The proposed project must contribute to the following long-term impacts:
- Better information and greater freedom of choice for young people in terms of sexuality;
- Improvement of public and private health care for family planning, pregnancies and childbirth, including safe abortions.
The following medium-term impacts will contribute to achieving these objectives:
- The education system (Technical and Professional Education and Training / Higher Education – TVET / ES) is of good quality, relevant and accessible (SDG 4);
- Partnerships between people and organizations are sustainable and inclusive (SDG 17);
- Key organizations for inclusive (sectoral) development in partner countries are reinforced by an influx of skilled workers.
The following realization will make it possible:
- The educational system establishments (Technical Education and Training and Professionals / Higher Education – TVET / ES) in the Republic of Benin and the Netherlands) better perform their essential missions, firmly anchored in the environment in which they operate (in response to the needs of the labor market and aimed at inclusion).
The proposals should also focus on:
- Theoretical updating of knowledge / methods and conduct of research applied in matters of gender and sexual and reproductive health. It’s between others from:
- Update and disseminate good practices, theoretical knowledge and sources information both nationally and internationally; this update of knowledge can translate into more basic research, applied or professional training (short or long term);
- Stimulate applied research and translate the results into action. Studies regular inspections are necessary. The results of this research applied could result in the development of a charter or code of conductor professional ethics for teachers and even students; the exploitation of the reports could also contribute to the design of the curricula, the designing or revising policies in education systems;
- Diversify tools, teaching methods and strategies for their use and adapt them to the targets, to the context. Set up a review system.
- Develop standards for educational infusion strategies and adapt to targets and context.
- Political commitment and governance of the establishments:
- Strengthen the capacities of technical committees and steering committees interdepartmental currently in place so that they can design, for example joint actions, define a legal and legal framework and the promotion of gender and sexual and reproductive health in systems teaching;
- Put in place (if not already existing) mechanisms that plan, implement implementation, monitor gender and sexual health policies and reproductive within institutions.
- Strengthen the mobilization and federation of resources and also the mechanisms access to resources intended for the development and implementation of the actions of promotion of gender equality and changes in mentality. Among other things, are:
- Financial resources: national budget, resources and expertise of partners technical and financial;
- Pressure groups (gender focal points, or association of women researchers; religious leaders; activists (feminists); Technical and financial partners;
- Establishment of gender cells or observatories in establishments or national observatories;
- Identification and development of action strategies of structures responsible for implementation implementing policies, both at organizational and state level;
- Partnership with civil society organizations (NGOs) and opinion leaders who have direct access to communities (Youth, parents)
- Personal development of the people involved in the design and implementation implements gender policies and issues related to sexual health and reproductive:
- Targets: Policy makers, Teachers, administrative, technical and support staff;
- Establishment of compulsory free education units on sexual health and reproductive which can lead to certifications or diplomas;
- Establishment of educator pairs;
- Develop programs aimed at developing self-esteem, better body knowledge for both young girls and young boys;
- Complementarity with the programs currently in progress such as the “Education” project and Sexual Health “(ESS), initiated in 2015 and now implemented by under the lead technical and administrative of the National Institute of Training Engineering and Capacity Building for Trainers (INIFRCF) and government actions promoting gender.

- Maximum funding available for this call, excluding the co-funding: EUR 1,100,000
- The project should be finished before 31 December 2021.
Eligibility Criteria
Grant applications and applicants must meet the following minimum criteria to be eligible for a grant:
- The grant application must be submitted by a Dutch institution for vocational secondary or professional or academic higher education, or a knowledge institution or organization in Country A, potentially surrounded by a consortium. The project must in all case be collaboration between at least one partner from country A and one partner Dutch. All partners in country A must be based in the country (ies) specified in the call. Only the main Dutch partner must be based in the Netherlands.
- The grant applicant is in a position to ensure adequate financial management and, because of his experience and expertise in activities similar to those for which the grant is requested can guarantee targeted and real performance activities to achieve impact and results as defined in the request; the applicant must submit the data in the form of a Checklist for Organizational Capacity Assessment (CECO).
- The grant applicant may function and operate adequately in the within the framework of the law adopted by the government of the country or countries in question.
- The project proposal, the minimum duration of which is one year and the maximum duration of four years must be implemented and established by December 31, 2021 at the latest.
- The grant requested does not exceed the maximum amount indicated in the call for grant applications.
- Any required co-funding is guaranteed.
- The grant request complies with the IPC of the country concerned.
